The reason is that pornographers and other deviants, including political deviants, will always be one step ahead, just like for non-internet crime. Just look at Las Vegas, and the multi-billion dollar investment those businesses have made in detecting cheaters. Yet there will always be cheaters....they just go to the next level, and there is no end to the levels. That's why total dictatorships ban internet access completely and THEN make usage subject to draconian punishment. I think internet controls are a good thing, but as Jobeth points out, there is NO WAY that they will ever, under any circumstances be foolproof.

The reason is that pornographers and other deviants, including political deviants, will always be one step ahead, just like for non-internet crime. We allowed my "slightly slow"granddaughter to have her own computer as she is having trouble with reading etc. My husband put the kid control on the tightest control for children. She had a few Disney sites that my husband put on her desk top for her. Wasn't long before she was getting all kinds of stuff to "follow" which she did of course. Some of it let ultimately to some very questionable sites.... Remember the path started at the Disney site. Needless to say he had to completely rework her computer and with a long discussion with her we haven't had any more problems. The kind of stuff in teen magazine like High School movie, the Jones boys and all. But, I was not able to look up news under that control. I think most parents would rather not worry what sites schools allow. Theres's enough garbage in the schools our children are exposed too. Interesting to know student's in school surf the internet when they are suppose to be using the computer for education, not politics and sex.
