Pakistan has been doing this too. Inspite of the AP pointed out that they exaggerate all the time, because we pay for civilians accidently killed. Clinton started the policy prior to Bush that foreign terrorist attacks that kill people in America, the families get 1,000,000 dollars. Bush did this after 9/11. The OKC federal bombings victims felt that this is why Clinton covered up Saddam Hussiens financing McVeigh and Nichols. Two birds with one stone was to give Clinton an excuse to go after gun control advocates.
