Obama puts forward last-ditch health care plan

WASHINGTON – Making a last-ditch effort to save his health care overhaul, President Barack Obama on Monday put forward a nearly $1 trillion, 10-year compromise that would allow the government to deny or roll back egregious insurance premium increases that infuriated consumers.

Increases that were usually the fault of the federal government. Note, too, how this plan is described as a "compromise."

Posted Monday morning on the White House Web site, the plan would provide coverage to more than 31 million Americans now uninsured without adding to the federal deficit.

Amazing, isn’t it? Why was there ever any problem, then?

It comes just four days before Obama’s one-of-a-kind, televised health care summit with Democrats and Republicans.

Even with the latest changes, it’s highly uncertain such an ambitious proposal can get through Congress. Republicans are virtually all opposed, and some Democrats who last year supported sweeping health care changes are having second thoughts in an election year. After a year in pursuit of what was once his top domestic priority, Obama may have to settle for a modest fallback.

Weeks ago, the president and congressional Democrats were on the verge of an historic step — a long-sought remake of the nation’s health care system after a half-century of unsuccessful attempts by scores of politicians.

Just in case there was any doubt about the AP’s position here.

Then Republican Scott Brown stunned Washington with an upset win in the Massachusetts Senate race, denying Democrats their 60-seat majority and reversing any political momentum.

Determined to avoid facing voters empty-handed, Obama offered a fresh proposal based on Democratic-passed bills.

The plan conspicuously omits a government insurance plan sought by liberals and viewed as a non-starter by conservatives and some congressional moderates. It includes Senate-passed restrictions on federal funding for abortion adamantly opposed by abortion foes as well as abortion rights supporters.

These are supposed to be the great compromises. They are simply sops for the suckers. Who can doubt that the public option and abortion payments will eventually (and very quietly) find there way into any healthcare program down the road?

The new White House plan would give the federal government the power to regulate the health insurance industry much like a public utility. The Health and Human Services Department — in conjunction with state authorities — would be able to deny egregious premium increases, limit them or demand rebates for consumers.

What does the White House not want to control? We thought Mr. Obama said he had his hands full already, running two wars.

He doesn’t want to run car companies. He doesn’t want to run Wall Street. He doesn’t want to run the insurance business. — These things are being forced on him by a demanding public.

Obama, who deferred to Congress on the specifics for more than a year, has finally put forward a detailed plan of his own. By and large, it follows the bill passed by Senate Democrats on Christmas Eve, with changes intended to make it acceptable to their House counterparts

The plan dramatically scales back a Senate tax on high-cost health insurance plans objected to by House Democrats — and labor unions. Instead of raising $150 billion over 10 years, it would bring in just $30 billion, the administration said.

So these "compromises" are really between the Senate and House Democrats.

A Medicare payroll tax increase on upper-income earners would help plug the revenue gap. For the first time, Medicare taxes would be assessed on investment income, not just wages.

Like the Senate bill, the Obama plan would create competitive insurance markets in each state for small businesses and people buying their own coverage. But it would strip out special Medicaid deals the Senate bill granted to certain states, gradually close the Medicare prescription coverage gap, make newly available coverage for working families more affordable. Those changes move in the direction of the House bill.

Estimated to cost about $1 trillion over 10 years, Obama’s plan would be paid for by a mix of Medicare cuts, tax increases and new fees on health care industries.

In other words, taxes are going to go up $1 trillion over the next ten years. (Even though the CBO’s own estimate puts the cost of these plans much higher.)

Oversight of insurance companies has traditionally been a state responsibility. Obama’s proposal for a new federal role calls for setting up a seven-member Health Insurance Rate Authority to monitor insurance industry practices and issue an annual report

Yes, price controls always work so well.

As does ‘government oversight’ in general.

    It is indeed a plan only conceivable by a genius never before matched.

    The boy king must now move on to other problems nobody else is capable of solving.

    – eliminate the deficit without raising taxes or lowering government services
    – make alternative energies viable, convert the country to clean energy, and save money while doing it.
    – eliminate war forever by persuading people it isn’t in their best interest.
    – convince senior citizens to give up Social Security and Medicare for the good of the country.

    It looks like nirvana is just around the corner.

    The other day we talked about the ‘R” word. Far be it from me to call our president the “R” word…but I heard it said the other day by someone…The little king is certainly “a sloooooow learner!”

    And he must think we are the most dense group of people on the planet. Does he think if he wraps the pile of crap in a slightly different color we would suddenly say…”Wow! Gimme summa dat”?

    Ether he is dense, dumb or just plain evil. I vote the latter.

    And I used to think Clinton irritated me. My stomach acts up every time I see this president.

      Or something like that. When it comes to healthcare reform, it appears Obama has changed his mind. So I’ll ask again, what’d they do with the diaper?

    Allahpundit at HotAir is suggesting the price controls have a short-term and long-term purpose.

    Short-term, they are the daily two-minutes of hate….this time directed at the selected demon, the Health Insurers. How dare they attempt to recover their costs (including the costs that Medicare doesn’t pay for)!!

    Longer-term, price controls never work….which will cause the whole scheme to fail….so the boy king will have to step in and impose Single Payer, to save the country.

    If they were really serious about Healthcare, then they would go to George Soros and plead with him (and other DNC Billionaire donors) to use their billions to set up a non-profit insurance company that would set low prices, never refuse patients because of pre-existing conditions and help cover all those not insured. What a better way to use your money instead of the 100’s of various websites that spring up everyday they pay for that support Barry and his band of Comrades.

    Soros must be racked with guilt over his days as a Nazi collaborator or whatever he did to help them out. Surely setting up a national, non-profit health insurance company to combat “those evil capitalist pigs” would help ease his conscience from his past “indiscretions.”

    Yes, I know that’s pure fantasy land nonsense, Soros would not dare waste a dime of his own money to actually help somebody unless it is pawns to use to further his agenda.

    If Medi-Care and Medi-Caid work so well, why not put everyone on it?

    ~Crank out more doctors! It is cheaper to just pay the college tuition of everyone who wants to, and is qualified to, become a doctor. Have them work for reduced salary upon completion of college for 5 years.

    ~Get rid of illegal aliens. They suck our resources period!

    ~Require the lowest bidder to supply hospitals. The V.A. does it. 5 cents for a bandaid at the V.A., $5 at normal hospital.

    ~Chase down the fraud/waste/abuse even our government factors into every budget at 25%.

    ~Reduce our funding for the U.N. to 0%.

    ~Bring our troops home from ‘The Land that Time Forgot’ –Iraq/Afghanistan.

    ~Get rid of useless departments: Dept. of Homeland Security, Dept. of Education (state issue not federal) Dept. of Energy.

    ~Consolidate CIA/FBI into 1 jackbooted organization instead of 2.

    ~10% salary cut for ALL federal employees at every level including president.
