The dog represents Republicans in Congress.

Likely 2 scenarios:
1) Black dog is congress/administration that is harrassing poor white sheep (American citizens) trying to keep wool over our eyes

OR
2) White sheep is conservative movement that is staritng to wake up do some role reversal and harrass them back!

Obviously, both animals enjoy each others company. But let’s not forget it will only be up to a point. Reminds me of my cousin-in-law; we get along famously until we discuss politics.
