This is probably the reason Biden is leaving Iraqi officials to describe their meetings. It’s also another way to weasel out of something that becomes unsavory in the way of foreign policy. You know, “I didn’t say that…’they’ are the ones that said that” types of denial.

Always, per Obama, somebody else will be responsible for failures.
