		<description>I think if they function just as well without the extra day - they should lay people off and do what the private sector does - lean !

We had a case locally where a woman worked for the local city - she also ran her OWN PRIVATE BUSINESS out of the city office- for something like 7 years - they cut her pay and hours based on the premise that if she could run a business and work her job it obviously did not warrent a full time position with full time benefits. She was a democrat and predictably the union fought for her - but in the end she was bumped down to part-time and they just recently put her job up for bid. I heard rumors that the reason the union dropped the fight is the city threatened to file charges against the woman - in my opinion they should have prosecuted her because to me stealing time is the same as stealing money not to mention she was probably utilizing our tax-dollar paid for equipment.</description>

Be careful what you wish for.
The province of Ontario tried somethng similar to this in the early &#039;90&#039;s. There, those forced unpaid days off extended all the way down to the municipal level and were known derisively as &quot;Rae days&quot;, after the province&#039;s socialist premier Bob Rae. 
What I remember most about those days was the police force I was working for -already short-handed and straining under budget cuts- now having to work even more short-handed. One memorable day, I had a sergeant (actually an acting sergeant) and 5 constables at my disposal to police an area with over 150,000 residents (our bare, safe, minimum manpower requirement was 22 officers).
The hospitals weren&#039;t much better shape.
