China says U.S. naval ship broke the law

BEIJING (Reuters) – China said on Tuesday that a U.S. Navy ship involved in a confrontation with its fleet off the southern island of Hainan had violated international and Chinese laws.

Washington had urged China to observe international maritime rules after the Pentagon said five Chinese ships, including a naval vessel, harassed the USNS Impeccable in international waters on Sunday.

"The U.S. claims are gravely in contravention of the facts and confuse black and white and they are totally unacceptable to China," Chinese Foreign Ministry spokesman Ma Zhaoxu told a regular news briefing

Denny Roy, a U.S.-based expert on Asia-Pacific security, said the confrontation did not appear accidental, and was rather China’s way of sending a message to Washington that it wanted respect for its growing military reach in the region.

"I don’t think this happened spontaneously," said Roy, of the East-West Center in Honolulu, Hawaii, "No doubt it had the endorsement of central leaders in Beijing." …

The Chinese vessels "shadowed and aggressively maneuvered in dangerously close proximity" to the USNS Impeccable, an unarmed ocean surveillance vessel, with one ship coming within 25 feet, a U.S. Defense Department statement said…

Tropical Hainan, less than 100 km (60 miles) south of the mainland, hosts a Chinese naval base that houses ballistic missile submarines, according to independent analysts…

Ma said there were laws about scientific research in Chinese waters.

The U.S. ship "violated the relevant international laws and Chinese laws and regulations," he said, urging the United States to halt such action. U.S. defense officials said the incident followed days of increasingly aggressive Chinese conduct in the area, including fly-bys by Chinese maritime surveillance planes.

It comes just weeks after the two sides resumed military talks, postponed in November after a U.S. announcement of arms sales to Taiwan, a self-ruled island China claims as its own…

A U.S. Defense Department spokesman said the Chinese vessels had surrounded the Impeccable, waving Chinese flags and telling the U.S. ship to leave. The Pentagon also described accounts of half a dozen other incidents dating back to March 4

Isn’t it odd how Reuters seems to take China’s side in their headline and in the bulk of the story?

And why is the US being so provocative? (Half a dozen incidents in just the last week.)

Wait until Mr. Obama hears about this.

After all, it is his personal mission to make us universally beloved.

    (03-09) 21:17 PDT WASHINGTON, (AP) — Chinese ships surrounded and harassed a Navy mapping ship in international waters off China, at one point coming within 25 feet of the American boat and strewing debris in its path, the Defense Department said Monday. The Obama administration said it would continue naval operations in the South China Sea, most of which China considers its territory, and protested to China about what it called reckless behavior that endangered lives.

    At one point during the incident Sunday the unarmed USNS Impeccable turned fire hoses on an approaching Chinese ship in self defense, the Pentagon said. At another point a Chinese ship played chicken with the Americans, stopping dead in front of the Impeccable as it tried to sail away, forcing the civilian mariners to slam on the brakes.

    We view these as unprofessional maneuvers” and a violation of international law, Pentagon spokesman Bryan Whitman said.

    The incident had overtones of spycraft, but the U.S. ship is not, strictly speaking, a spy ship. It maps the ocean floor with sonar, compiling information the Navy can use to steer its own submarines or track those of other nations.

    The Impeccable was specifically designed to augment the Navy’s anti-submarine capability, although military spokesmen would not be specific about the ship’s duties when it was surrounded.

    A Pentagon accounting of the confrontation documents the actions of the startled and cornered American crew as a Chinese vessel closed to within 25 feet. Pictures released by the Navy give a sense of the surreal scene: The Chinese mariners had stripped to their underwear following the blast by the Impeccable’s fire hoses.

    Whitman called that “immature,” and said the confrontation was the most aggressive of a series of incidents recently in the same area.

    Impeccable’s crew radioed to tell the Chinese ships that it was leaving the area and requested a safe path to navigate, the Pentagon said.

    But two of the Chinese ships stopped directly ahead of the Impeccable, forcing it to an emergency stop, the U.S. account said. The Chinese also dropped pieces of wood in the water in Impeccable’s path.

    The incident came just a week after China and the U.S. resumed military-to-military consultations following a five-month suspension over U.S. arms sales to Taiwan. And it came as Chinese Foreign Minister Yang Jiechi was due in Washington to meet with U.S. officials.

    “We’re going to continue to operate in those international waters, and we expect the Chinese to observe international law around that,” White House press secretary Robert Gibbs said.

    A protest was lodged with the Chinese government by the U.S. Embassy in Beijing over the weekend and was repeated to a Chinese defense attache at a Pentagon meeting Monday.

    In Beijing, Chinese officials did not immediately respond to voicemail messages and e-mail regarding the U.S. allegations.

    Pentagon officials said the incident followed “increasingly aggressive” acts by Chinese ships against the Impeccable on Wednesday and Saturday and against the USNS Victorious surveillance ship on Thursday while it operated in the Yellow Sea.

    The Chinese ships included a Chinese Navy intelligence collection ship, a Bureau of Maritime Fisheries Patrol Vessel, a State Oceanographic Administration patrol vessel and two small Chinese-flagged trawlers, officials said. …

    Has anyone else noticed that the “well-oiled machine” of the campaign and the “greatest transition ever” instantly became that most incompetant administration of all time.


    Why might that be?

    Well, my theory is that it is impossible to hide the POTUS.

    During the campaign, he read his speeches, worked out at the gym and went back to his room while Axelrod wrote tomorrow’s tele-prompter notes. During the transition, where was he? Nobody really knows.

    But when you are POTUS, somehow, people expect you to make decisions, manage your support staff and set policy directions.

    We see how well that is going. And gee, what a shock. It turns out that dorm-room boy doesn’t know how to hire competant employees, direct or monitor the activities of his associates, prepare for meetings, or say two consectutive sentences without a teleprompter. Looks like all that experience as an “organizer”, “lecturer”, “author”, and “legislator” isn’t proving too useful.

    So we get:
    – demeaning of our closest allies
    – praise of our worst enemies
    – provocation where none is called for
    – the release of terrorists and nuclear proliferators all over the world
    – spit-fights with pundits orchestrated by his locker-room buddies
    – hiring of cheats and criminals
    – an all knees and elbows Obamahoma Land Rush to every radical policy every adolescent wet-dreamt about
    – name calling on Americans (“cowards”)
    – vacations every 2 weeks
    – mockery (“tracking poll”) while 25% more of hard-working American wealth disappears
    – outsourcing of signiture legislation to one of the most radically liberal woman in American history
    – and on and on and on

    Dorm Boy is in charge. Candy for everyone for ecoomic policy. Risk board-game strategy for foreign affairs. NahNahNahNa for communications. Hey man I’m down wit dat for social policy.

    In any case, if war does break out between the US and China in the near future, aircraft carriers will be the most likely naval weapon of choice anyhoow.

    Those Chinese boat jockeys sure are a brave lot, harassing an unarmed USN sonar vessel.

    As the article states, this same ship has been the target of numerous incidents with the ChiComm’s over the last several days. For the inquiring minds out there, Wiki has some good links to several reports about this ongoing “harassment”.


    Seventy-five miles off the coast of Hainan and these a**hats insist on playing chicken with our vessel. Perhaps it’s long past time to provide the Impeccable with an armed escort, say a nice fast frigate or destroyer.

    Naaahhh, the Obambi administration would deem that as “too confrontational”, the flippin’ morons..!! Besides, they have better plans for our tax dollars, rather than our national defense.

    Does anyone remember the plane that was forced down by these same moonbats back in ’01? It was an unarmed, recon plane that the Chicoms stripped all of the goodies off of before they gave it back. We never did get to see what the president was going to do because of 9/11 but I also noticed that they gave it back the next week without further ado. I guess they were a bit scared what President Bush might have done in his highly agitated state. I wonder with the new ’10 budget if we can fight three wars at the same time. Fasten your seatbelts ladies and gentlemen, the ride is going get a bit bumpy the next 3+ years.

    China is rrrreeeaaaallll upset at Obama and Hilary. They know Obama doesn’t believe in paying back loans, home loans, his bitterness of he and wife paying school loans back, his picks showing it’s okay not to pay back taxes, free medical, free education, and now the U.S. owing China money, Obama and Hilary are telling China how to run their country. Obama wants China to lower their money value, and Obama and Hilary are major pressing China to go green, and pay their workers more, better conditions. Obama speaks with such distaine and arrogance towards China, that he has probably really pissed them off, and they are probably really afraid Obama won’t pay back the loan, and cut off marketing.
    Obomo is hoping China does something to our ship, so that he will have an excuse to not pay back the loan. Obama hates paying loans. He’s an everything is free free free.
    Then there’s Hilary following up with their agenda China must go green. Making China take her to that big factory. I will never forget the aggression of that handshake, and first her hand, then her face turning purple. Me and my son took turns shaking trying to see if we could create the same effect. nope.lol

      That would be HUGE for the San Francisco Bay Area! So many are in mothballs in Suisun Bay, between SF and Sacramento (more or less). It’s sad driving by them, all of that history right there, rotting into the bay.

      It’s San Francisco; do you honestly believe Pelosi’s constituents would ever allow those ships to leave dock again?

      Quite frankly I’m amazed they’re still there, given they’ve even protested the World War II ships docked at Fisherman’s Wharf.

      BillK, you are right in that the fruitcakes in SF would have a cow. But the Suisun Bay is about an hour away from the City of the Loons by the Bay. Not saying that the area the ships are is a conservative area, but people in Fairfield and into Sacramento aren’t as fruity as Pelosiville.

      Unfortunately the “power” she wields would probably be enough to kill any potential retrofitting of those grand old ships in the Suisun Bay.

    The flag of the People’s Republic of China has a red background and a single large star partly circled by four smaller stars. The large star represents traditional China, and smaller stars represent: Tibet, Hong Kong, Macau and Taiwan. They’ve got three out of four. If I remember what the flag represents, I’d guess they do, too.

    Also: I’m not a naval expert or anything, but I think the “battleship” concept was pretty much sunk at the Battle of Midway.

    I was looking for something in the bible that says where the most destruction of the earth will take place, which is the Middle East. When I found it before I googled old maps cause for instance the sea was rename, and looked at global map, to get idea of 1/3 area, which would include China and North Korea. So, was looking where I noticed it, but found this Ezekiel 38 A message for Gog of the land of Magog. So, I googled who is “Gog in the bible” and found this site first. Maybe the Gog thing already happened, and that is what Russia trying to tell us.
