C.I.A. Sought Blackwater’s Help in Plan to Kill Jihadists

WASHINGTON — The Central Intelligence Agency in 2004 hired outside contractors from the private security contractor Blackwater USA as part of a secret program to locate and assassinate top operatives of Al Qaeda, according to current and former government officials.

Executives from Blackwater, which has generated controversy because of its aggressive tactics in Iraq, helped the spy agency with planning, training and surveillance. The C.I.A. spent several million dollars on the program, which did not successfully capture or kill any terrorist suspects.

The fact that the C.I.A. used an outside company for the program was a major reason that Leon E. Panetta, the C.I.A.’s director, became alarmed and called an emergency meeting in June to tell Congress that the agency had withheld details of the program for seven years, the officials said.

It is unclear whether the C.I.A. had planned to use the contractors to actually capture or kill Qaeda operatives, or just to help with training and surveillance in the program. American spy agencies have in recent years outsourced some highly controversial work, including the interrogation of prisoners. But government officials said that bringing outsiders into a program with lethal authority raised deep concerns about accountability in covert operations.

Officials said the C.I.A. did not have a formal contract with Blackwater for this program but instead had individual agreements with top company officials, including the founder, Erik D. Prince, a politically connected former member of the Navy Seals and the heir to a family fortune. Blackwater’s work on the program actually ended years before Mr. Panetta took over the agency, after senior C.I.A. officials themselves questioned the wisdom of using outsiders in a targeted killing program.

Blackwater, which has changed its name, most recently to Xe Services, and is based in North Carolina, in recent years has received millions of dollars in government contracts, growing so large that the Bush administration said it was a necessary part of its war operation in Iraq…

You would never know it from this New York Times article, but this is the same damn CIA program that we heard so much nonsense about back in July.

Back when the Democrats and their media slaveys were desperate for anything that would take the heat off of Ms. Pelosi’s preposterous lies about the CIA.

But it wasn’t news then and it isn’t news now.

The planning for such a contingency was completely legal and completely justified.

And, it was never implemented.

Which is probably why no one was ever killed.

But The Times left out that detail, too.

    CIA Hired Blackwater for Al Qaeda Hit Squads

    WASHINGTON — The CIA hired private contractors at Blackwater USA in 2004 as part of a secret program to kill top-level members of Al Qaeda, a person familiar with the program said Wednesday.

    The contracts were canceled several years ago, the person told The Associated Press. He spoke on condition of anonymity because the program remains classified.

    The New York Times first reported the program late Wednesday on its Web site.

    The Times, citing unidentified current and former government officials, said Blackwater executives helped with planning, training and surveillance for the program. The program never resulted in the capture or killing of any terror suspects, according to current and former U.S. intelligence officials. It was never fully operational, and has been canceled twice: once by then-CIA Director George Tenet, restarted by Porter Goss, and finally by CIA Director Leon Panetta in June.

    Panetta then informed the congressional intelligence committees about the program for the first time the next day.

    The officials told the Times that the CIA’s use of an outside company for a potentially lethal program was a major reason Panetta called the emergency congressional briefing. The House Intelligence Committee last month launched an investigation to determine whether the CIA broke the law by not informing Congress about the secret program as soon as it was begun.

    Blackwater, a North Carolina company now known as Xe Services, has come under heavy criticism for its alleged role in a September 2007 shooting in Baghdad’s Nisoor Square that left 17 Iraqi civilians dead.

    It was unclear whether the CIA had planned to use the contractors to capture or kill Al Qaeda operatives or just to help with training and surveillance. Government officials said bringing outsiders into a program with lethal authority raised deep concerns about accountability in covert operations, the Times reported.

    The CIA has regularly used contractors for intelligence analysis and operations, former CIA Director Michael Hayden told Congress last year. Contractors participated in the secret harsh interrogations of terrorist suspects, he said. Contractors are no longer allowed to conduct interrogations, Panetta told Congress in April.

    The Times reported that the CIA did not have a formal contract with Blackwater for this program but instead had individual agreements with top company officials, including the founder, Erik D. Prince. Blackwater’s work on the program ended years before Panetta took over the agency after senior CIA officials questioned the wisdom of using outsiders in a targeted killing program, the Times said.

    “Director Panetta thought this effort should be briefed to Congress, and he did so. He also knew it hadn’t been successful, so he ended it. Neither decision was difficult. This was clear and straightforward,” CIA spokesman George Little told the AP. “Director Panetta did not tell the (congressional) committees that the agency had misled the Congress or had broken the law. He decided that the time had come to brief Congress on a counterterrorism effort that was, in fact, much more than a PowerPoint presentation.” …


    Once again:

    the program remains classified

    Isn’t there say, a law against both the revelation of the information and the publishing of it?

    Hell, let’s just open a direct network connection between the CIA and New York Times.

    They’ll never be prosecuted, no matter what they print.

    Meanwhile the Dems can claim success in “stopping a program”… that was cancelled several years ago and in fact was never fully operational.

    Funny how that works.

    Help me out here. Does it matter which American is holding down the trigger when killing al-Queda?

    This makes no sense to me, since the CIA is regulated to not have ‘troops’ of their own. They, by design and necessity, have to contract out what ever active paramilitary operations they undertake.

    That means … contracts. That means … private sector.

    That means Blackwater. Blackwater is, after all, where the best graduate to Finishing School, otherwise known as the US Military.

    But the real story is something you don’t know.

    It’s the Democratic Party constantly putting the ‘media hit’ on Blackwater. Why? (follow the money)

    Because the Democratic Party has their own paramilitary outfit, and it competes against Blackwater for government contracts.

    Oh, didn’t know that did you/?

    The Democrats competing paramilitary conglomerate is DYNCORP.

    And media-whacking of Blackwater is asymmetric war against a rival. A good clean patriotic rival. Therefore that rival must be crushed an eliminated.

    An examination of DYNCORP ought to scare the living bejesus out of you.

    So how would Blackwater killing terrorists be any different than say, an average American citizen shooting and killing a terrorist committing an act of violence on U.S. soil? Or is this all just another op ed piece on those evil conservatives and their practices? I don’t see how this is really any more different than the strong arm tactics that Obama and his minions are doing to silence the opposition.
