Cheney Is Linked to Concealment of C.I.A. Project

The Central Intelligence Agency withheld information about a secret counterterrorism program from Congress for eight years on direct orders from former Vice President Dick Cheney, the agency’s director, Leon E. Panetta, has told the Senate and House intelligence committees, two people with direct knowledge of the matter said Saturday.

The report that Mr. Cheney was behind the decision to conceal the still-unidentified program from Congress deepened the mystery surrounding it, suggesting that the Bush administration had put a high priority on the program and its secrecy.

Mr. Panetta, who ended the program when he first learned of its existence from subordinates on June 23, briefed the two intelligence committees about it in separate closed sessions the next day

The question of how completely the C.I.A. informed Congress about sensitive programs has been hotly disputed by Democrats and Republicans since May, when Speaker Nancy Pelosi accused the agency of failing to reveal in 2002 that it was waterboarding a terrorism suspect, a claim Mr. Panetta rejected.

The law requires the president to make sure the intelligence committees “are kept fully and currently informed of the intelligence activities of the United States, including any significant anticipated intelligence activity.” But the language of the statute, the amended National Security Act of 1947, leaves some leeway for judgment, saying such briefings should be done “to the extent consistent with due regard for the protection from unauthorized disclosure of classified information relating to sensitive intelligence sources and methods or other exceptionally sensitive matters.”

In addition, for covert action programs, a particularly secret category in which the role of the United States is hidden, the law says that briefings can be limited to the so-called Gang of Eight, consisting of the Republican and Democratic leaders of both houses of Congress and of their intelligence committees.

The disclosure about Mr. Cheney’s role in the unidentified C.I.A. program comes a day after an inspector general’s report underscored the central role of the former vice president’s office in restricting to a small circle of officials knowledge of the National Security Agency’s program of eavesdropping without warrants, a degree of secrecy that the report concluded had hurt the effectiveness of the counterterrorism surveillance effort…

It would appear that the Democrats leaked this secret program to the New York Times in record time:

Mr. Panetta, who ended the program when he first learned of its existence from subordinates on June 23, briefed the two intelligence committees about it in separate closed sessions the next day.

And less than two weeks later this information shows up on the front page of the New York Times. What a triumph for all involved.

Oh, and never mind that this secret counter terrorism program never even was implemented. We must warn the terrorists, just in case. And we must excoriate those who were trying to protect us.

Hopefully the miscreants like Mr. Cheney will end up behind bars – for doing their jobs.

That this article is in the New York Times would seem to prove that briefing Congress would not be consistent with protecting this information from unauthorized disclosure.

But never mind all of that. This entire non-story is just the latest in a series meant to cover for Nancy Pelosi’s egregious lies.

    The reason Cheney kept congress out of the loop was twofold: First, it had to be implemented (it wasn’t) and secondly, to keep the highly classified program AKA “A SECRET” out of the front page of the NY Times. Works for me on both counts.

    It’s hard to place Pelosi in the pantheon of criminals in Congress, but at the very least she is in the top ten.

    She is also far up on the list of IQ-challenged individuals in Washington, and that’s an extremely steep hill to climb.

    Add in her imperious arrogance, and she comes out second only to the aspiring dictator himself in the full-function list of enemies of the country. And I say that fully aware that the Hildabeast and her “husband” and Al Toad are still alive.

    But except for the Toad, she beats them all on the cringeworth scale.

    Can you imagine being related to that cretin?

San Franciscans aren’t known for their intelligence in selecting their elected leaders rulers dictators sovereigns officials.       Wardmama, Yes I read about the recent CNN poll that showed Sotomayor with very low support in the population at large. The poll showed over 40% opposing her and about 37% supporting her, which was almost as low as Harriet Miers got. It seems all the coverage of the Ricci case has turned the tide against her. She will probably get nominated, but a lot of Democrat senators from purple states will find her a liability in upcoming races. Affirmative action should be one more albatross the Repubs can tie around the Dems’ necks.

I realize there are a great many intellectually challenged among us, but having the likes of Pelosi running our government is incredible.But, what could you expect from San Francisco – land of loonies and fags. Just think about how this makes America look to people elsewhere. A great many of our elected officials fall way to the left on a simple bell curve representing intellect.

    And the war between the CIA and the Liberals marches on. I can’t even tell you how many times I heard the word ‘scandal’ trying to be propogated on this situation in regards to Cheney. Isn’t going to happen. They’ll try – God knows they’ll try. Even Holder is trying to get back in the mix with threats to prosecture the ‘crimes’ of the last administration.

    Just remember that there’s a format to this. Even outside of the smaller picture of the Cheney/Pelosi feud is the fact that the administration needs to generate a new round of Bush hate everytime those poll numbers dip below 60.

This was 2001, essentially right after we were attacked before we were in Afghanistan. Before we were in Iraq.

    I’ve heard people say we were really close to getting Osama at one point but we didn’t. They blamed Bush for that. Bush took all the flak for the fact that we never got Bin Laden. I really wouldn’t be surprised now to find out that didn’t happen because Panetta called off the operation by the urging of the Libs.

    This is the whole ‘Bourne Identity’ argument. The idea that we train moralless killers that just go around policing the world as we see fit or to protect the corruption of our bureaucracy is completely idiotic trash It’s a total fallacy that only makes for a decent conspiracy novel.
