WASHINGTON (Reuters) – Senate Democrats released a long-awaited jobs bill on Thursday that relies on business tax breaks and construction projects to bring down the unemployment rate.

The bill also extends a number of other programs, from unemployment insurance to Medicare payment rates, that have either expired or will expire soon.

Just as was foretold, much of the money (we don’t have) will go to unemployment insurance.

Leaving aside the merits of extending unemployment benefits or Medicare payments, what do either of these have to do with creating jobs?

(Hint: not a damn thing. But it sounds better to call it a ‘jobs’ bill.)

Baucus, Grassley cut deal on jobs

The Senate Finance Committee on Thursday morning announced a breakthrough on an $85 billion jobs bill that includes a series of small business tax breaks and other tax provisions designed to draw Republican support.

With the emphasis on "small."

The joint announcement — by Chairman Max Baucus (D-Mont.) and the panel’s top Republican Chuck Grassley (R-Iowa) — is aimed at giving the proposals some bipartisan heft in a Senate chamber mired in partisan gridlock on just about every other major issue. In fact, the release announcing the bill used the word "bipartisan" seven times in just a few paragraphs.

Baucus and Grassley said their package was a "first step" and urged Senate leadership to allow at least three days for lawmakers to review the bill. The Finance Committee did not attach a price tag to its bill.

"It is especially important that all members and the public have sufficient time – at least 72 hours – to review and comment on this package before the Senate begins voting on the bill because it has not gone through the regular committee process," the two senators wrote in a statement.

We assume it goes without saying that it will not be posted on the internet. Why should the taxpaying public be allowed to see how their money is being spent?

Senate Majority Leader Harry Reid wanted to pass a jobs bill before Congress left for recess on Friday. But two punishing blizzards made it difficult to schedule votes for this week.

The Finance Committee agreement, however, may be the breakthrough the Reid needs if he wants a vote after next week’s President’s Day recess.

Note that this bill is incredibly urgent, but not urgent enough for the Senate to give up its President Day week-long recess, after just having been off all this week.

The bill includes an infusion of funds into the Highway Trust Fund, the so-called doc fix for Medicare reimbursements, and an extension of unemployment insurance and other benefits for out of work people.

It also includes several provisions outside the panel’s jurisdiction, like a reauthorization of the USA Patriot Act, Patriot Act, the national flood insurance program, and $1.5 billion in agriculture disaster assistance.

And yet it is called a "jobs bill."

Grassley and Baucus also fired a warning shot aimed at partisans on both sides who might want to add or subtract provisions that don’t have bipartisan support.

"Any efforts to needlessly delay Senate completion of consideration of this package through partisan means will undermine our goal of timely action in the current economic climate," the senators wrote.

Again, this bill is so urgent to the nation that they won’t give up one of their (endless) recesses for it.

    If the DEMS want to sped to hire people to fix our infrastructure, FINE. Because that is something we need to do badly. This country has roads and bridges that are rusting and crumbling, if not collapsing. Along with a power grid that is way over date.

    19. Use student riots to foment public protests against programs or organizations which are under Communist attack.

    20. Infiltrate the press. Get control of book-review assignments, editorial writing, policy-making positions.

    24. Eliminate all laws governing obscenity by calling them “censorship” and a violation of free speech and free press.

    26. Present homosexuality, degeneracy and promiscuity as “normal, natural, healthy.”

    Otherwise, all goals have been met. The success rate is 94%. More like an A than than a B+. But since capturing the White House and Congress wasn’t on the list, they should get bonus points for that. (And sll this, despite the fall of the Soviet Union)

    If they could have managed their own country as successfully as they infiltrated the west, we would be speaking Russian today.

    The worst thing about the above statement is Reid doesn’t want a specific bill passed, just a jobs bill to show they are doing something. Pure symbolism.

    I suspect a ‘jobs’ bill if really passed would be more a ‘Slavery Bill’ than any honest attempt to get out of the way and allow the markets to create employment-demand.

    These 2 charts illustrate why I say that the reason the fascists were so willing to predict that unemployment would never go over 8% when they passed their “Theft and Graft” bill last year.

    The graphs are only for the last 5 recessions, but they would only be more powerful if they included the last 11.

    In a nutshell, the idiots gambled that since upturns happened in the prior 10 recessions at about the time of the inaugeration, it would happen again. The “Theft and Graft” bill, they believed, was completely unnecessary, and was therefore only about “Theft and Graft”. And since we now know that it took about 6 months to get any significant amount of money out of the door, the only logical explanation for why they would have made such a foolish and politically stupid prediction is that they believed the recession had already run its course.

    And these are the poeople who have their boots on the neck of our children’s future.

      Yup, and it merrily blew up in their faces. I’m sure part of the reason for that was because of the very things they were doing which didn’t inspire confidence in markets, job growth or the desire to start a small business.

      The one didn’t care because he’s the president (pronounced, “king of everything”) and really only wants to enjoy his jump from bored nobody to michael jackson status since it may not last long. Indeed, that is certainly proving to be the case. His popularity is falling faster than Babs’ boobs. Where I work, he’s certainly as popular as a fart in an elevator. And that continues with “mainstream America” that is waking up to his carefully crafted incompetence.

      I only wish we had the likes of someone like Chaplin to make a movie in the vein of “The Great Dictator” when Hitler came to power. That would be great.
