Fake Doctors’ Notes Being Handed Out at Wisconsin Gov. Union Rally

[Madison, WI] As tens of thousands of public employees skipped work this week to attend protest rallies outside the Wisconsin State Capitol, many wondered if they would face any disciplinary action for unexcused absences.

On Saturday, a group of men and women in lab coats purporting to be doctors were handing out medical excuse notes, without examining the ‘patients.’

“I asked this doctor what he was doing and he told me they were handing out excuses to people who were feeling sick due to emotional, mental or financial distress,” said Christian Hartsock. “They never performed an exam–he asked me how I was feeling today and I said I’m from California and I’m not used to the cold, so he handed me a note.”

Another woman, who wished to remain anonymous, said they were handing out excuses like they were leaflets.

“I asked if they were handing out doctors’ excuses and a guy said yes and asked me if I needed one,” she said. “When I told them I needed one for February 16 and 17th, he wondered if I wanted to come back here for the protests next week.”

What happened next?

“I said, ‘sure,’ and I received a doctor’s note for the 16th through the 25th of February, without a medical exam.”

Based on an examination of the signature and medical license number provided, one of the men handing out these notes was purporting to be James H Shropshire MD, a  Clinical Associate Professor at the University Wisconsin Madison.

At this time, MacIver News Service is attempting to contact Dr. Shropshire to see if indeed he was the one handing out the notes on the Capitol Square.

Is this not a violation of the teachers unions contract, as well as malpractice on the part of the doctors?

Scott Walker warned Sunday. The Republican governor has been targeted by protesters for nearly a week for negotiating a bill now in the state Senate that would require workers to increase their contributions to pensions and health care coverage, would limit collective bargaining rules and tie raises to inflation.

      These stae employees are earning considerably more than private sector workers doing the same jobs.

      Yup, it’s bloody pathetic to think that rather than accept lower salaries, they choose to lose their jobs entirely. Then, they’ll turn around and blame Walker for “what he did to them”. But I am reminded of that time in 5th grade when I told my math teacher, “I’ll just fail this test, then you’ll be sorry!” He just laughed. But it’s the same “logic” in play here. Petulant, selfish, spoiled brats demanding that they be given everything. After all, “it’s for the children” (vomit)

    Steve, you may not fully understand the concept of the Living Teachers Union Contract.

    As for physician malpractice, that’s a matter for progressive trial lawyers to decide.

    Seems to me that whomever turns in these notes should be amoung the first to “volenteer” being let go in order to fix the budget.

    While we’re at it, the governor should consider what Regan did and do a ultimatam: get back to work or you’re fired.

    That’d fix the budget pretty quickly.

    4000 jobs needs to be cut…4000 volenteers right outside their door…

    It looks like these some of these doctors are being paid by the State as they appear to work in clinics which are funded by Medicaid. Are they in a union? Were they being paid by the union? I somehow don’t believe that they were there out of the goodness of their hearts.

    UPDATE: WIlle Backes, Treasuer testified against this bill.
    Mike Ledwidge, President signed up to testify and was not allowed after waiting till 3 am.

    Without even trying to negotiate with unions, Wisconsin’s governor has proposed radically changing state law to take away your bargaining rights and your union.

    UPDATE: Currently, UWHC Employees appear to be exempt from this legislation until the expiration of the contract in four years. The hospital adminstration is in no way looking to cut pay or benefits as it was negotiated in good faith between both parties within our current contract. Please stay tuned for further updates as this is a very fluid situation. Take the time to contact your legislator and if you are able, please attend one or both of the rallies.

    UPDATE 2/16/11 11:02 PM: As stated by the DOA during the testimony tonight, they clearly stated our contract would remain in force until it expires. Then we would lose collective bargaining!!

    The governor solely wants to take away our contractual benefits and agreements made with UWHC, not the governor’s office. Do not let him take away our contractual agreements made with our employer at UWHC!!

    I called one clinic and after alot of elevator finally spoke to a very nice lady. The message was that they had expended cared on weekends, but they didn’t, but the nice lady did ask if I’d like to speak to a nurse, and I said, no thank there were people there and to be open on weekends for extended care, but I was told to call back Monday, and was offered to speak to a nurse.

    So, no only does the teachers union need to be hit in the union due pockets, but the medical union needs to clean out their pockets defending these doctor’s wrongfully practicing medicine. That’s what I was told the unions dues are good for. When a member get’s sued.

    I’m a physician. When an employee turns a doctor’s excuse, the work place has a right to know what illness caused the missed time off. I have been called a few times due to some employers being a pain the backside. Yes, x employee had the flu, which is why he was out for a week. Would love to see the school districts call for the chart on the visit that lead to the need for an excuse.

      wstuga, if you are a physician you would know patient privacy rights, or employers have suckered you into violating medical privacy laws of your patient. .
      The employer is only entitled to the prognosis, when the employee can be expected to return to work, and in some cases with medical restrictions involved or not. Only in rare cases when the illness is a “direct threat” (legal term) is the employer entitled to know it would be a danger to employee or others. Further, more the laws are much more protective in the employer not knowing medicine the employee is taking.

      These doctor’s who are not putting the diagnose did so rightfully, what they did that is mal-practice or unethical in every sense was not examining the patient, not diagnosing these thugs, no medical file with documentation.
      These are back alley doctors. So, much for Obama micro-managing and electronically managing all our files for better medical service.
      The health insurance companies are not even simply entitled to tell an employer an employee’s diagnose either.

      These doctors violated medical laws. However, anyone with evidence or witnessed this can make a complaint to the medical board. Tea Party goers should try and get one. Then of course do the “right side” of things.

      This certainly is not a way health Obama would keep health costs down. What a communist control freak.

    This is medical malpractice on the part of these doctors handing out “sick” slips to anyone who ask for them.

    A doctor is required, by law, to keep medical records on the patients they treat. That includes vital signs (temperature, blood pressure, symptoms of illness). The patient is also required to sign a HIPA form at the time of service. None of these actions were done.

    These doctors should be called in front of the State Medical board to explain their actions.

    A Wisconsin friend told me in Nov elections, that a part of the Obama Health Care bill I sent way back when it passed. She told me her Senators office confirmed I was right. I didn’t remember, but found I sent her this part of the Obama Health Care.

    Do not forget after the rush by the Democrats working 24/7 as it was critical to get bill passed immediately, was followed by Obama taking his time to sign. There were several more hundred pages added, and I’ve heard that it is now close to 3000 pages.

    Rahm Emanuel has written “The Plan ” book which uses the word “Universal Civil Defense Traning”.

    This is where it was attached to the Obama Health Care Bill. This Wisconsin medical Union calling themselves a “militant” organization and connected to the SIEU, I believe is already implementing it.
    These are trial runs for Americans to get used to it and not question the reality of what’s in this bill.

    Section 203 of the Public Health Service Act (42 U.S.C. 204) is amended to read as follows:
    (1) IN GENERAL.—There shall be in the Service a commissioned Regular Corps and a Ready Reserve Corps for service in time of national emergency.
    (2) REQUIREMENT.—All commissioned officers shall be citizens of the United States and shall be appointed without regard to the civil-service laws and compensated without regard to the Classification Act of 1923, as amended.
    (3) APPOINTMENT.—Commissioned officers of the Ready Reserve Corps shall be appointed by the President and commissioned officers of the Regular Corps shall be appointed by the President with the advice and consent of the Senate.
    (4) ACTIVE DUTY.—Commissioned officers of the Ready Reserve Corps shall at all times be subject to call to active duty by the Surgeon General, including active duty for the purpose of training.
    (5) WARRANT OFFICERS.—Warrant officers may be appointed to the Service for the purpose of providing support to the health and delivery systems maintained by the Service and any warrant officer appointed to the Service shall be considered for purposes of this Act and title 37, United States Code, to be a commissioned officer within the Commissioned Corps of the Service.
    (b) ASSIMILATING RESERVE CORP OFFICERS INTO THE REGULAR CORPS.—Effective on the date of enactment of the Affordable Health Choices Act, all individuals classified as officers in the Reserve Corps under this section (as such section existed on the day before the date of enactment of such Act) and serving on active duty shall be deemed to be commissioned officers of the Regular Corps.
    (1) PURPOSE.—The purpose of the Ready Reserve Corps is to fulfill the need to have additional Commissioned Corps personnel available on short notice (similar to the uniformed service’s reserve program) to assist regular Commissioned Corps personnel to meet both routine public health and emergency response missions.
    (2) USES.—The Ready Reserve Corps shall—
    (A) participate in routine training to meet the general and specific needs of the Commissioned Corps;
    (B) be available and ready for involuntary calls to active duty during national emergencies and public health crises, similar to the uniformed service reserve personnel;
    (C) be available for backfilling critical positions left vacant during deployment of active duty Commissioned Corps members, as well as for deployment to respond to public health emergencies, both foreign and domestic; and
    (D) be available for service assignment in isolated, hardship, and medically underserved communities (as defined in section 399SS) to improve access to health services.
    (d) FUNDING.—For the purpose of carrying out the duties and responsibilities of the Commissioned Corps under this section, there are authorized to be appropriated such sums as may be necessary to the Office of the Surgeon General for each of fiscal years 2010 through 2014. Funds appropriated under this subsection shall be used for recruitment and training of Commissioned Corps Officers.

    You can always tell when liberals think they are safe (i.e. in complete control/power) and/or desperate – they let the mask down and let the truth slip.

    To them all of this is about POWER and nothing else – most certainly not about the ‘children.’

    Talk about using human shields – FIRE THEM ALL – Striking Teachers, Malpracticing Doctors and Absent ‘Representatives of the People’.

    And stand firm – this is not about taking away from anyone – this about making necessary cuts to the State Budget and making a small percentage of people carry a bit more financial responsibility to their own lives and futures.

    How is that wrong in the Free Nation of America at all?
