GAO Says Recovery.Gov Isn’t Transparent

GAO: Obama administration website on stimulus spending fails on transparency

The website used to track stimulus spending does not meet the transparency requirements laid out by the administration last year, according to a report from the Government Accountability Office (GAO).

According to the 400-page report, only a quarter of the projects listed on Recovery.gov provide clear and complete information on the cost, schedule, purpose, location and status of stimulus-funded work. Most of the entries on the site provide some of that information, but 7 percent of the entries provide little to no information about how stimulus dollars are being spent, the report said. The study was conducted at the request of Senate Minority Leader Mitch McConnell (R-Ky.)…

Naturally, this news is on the front page above the fold of every newspaper across the country. (Just kidding.)

While the majority of the $275 billion in stimulus dollars set aside for grants, contracts and loans has already been awarded, GAO still recommended that OMB provide better guidance to agencies on what information they should report on spending projects. The management of Recovery.gov is being closely watched because the site has long been viewed as a test case for USASpending.gov, the site that tracks all federal spending.

Gosh, yet another promise from Mr. Obama that hasn’t quite panned out.

Lest we forget, as we noted almost one year ago today, this is the same website that was ‘redesigned’ — to the tune of $18 million taxpayer dollars – to make sure it would be completely transparent.

For those concerned about stimulus spending, the General Services Administration sends word tonight that $18 million in additional funds are being spent to redesign the Recovery.gov Web site.

The new Web site promises to give taxpayers more information about where their money is going than the current version of the site.

Recovery.gov 2.0 will use innovative and interactive technologies to help taxpayers see where their dollars are being spent,” James A. Williams, commissioner of GSA’s Federal Acquisition Service, says in a press release announcing the contract awarded to Maryland-based Smartronix Inc. “Armed with easy access to this information, taxpayers can make government more accountable for its decisions.” …

“We are pleased that another major milestone has been achieved,” Earl E. Devaney, chairman of the Recovery Accountability and Transparency Board, says in the press release.”

By the way, where is Joe Bite Me? Wasn’t ‘Sherriff Joe’ put in charge of making sure that every bit of the stimulus money would be accounted for? (This was in addition to his job of ‘Saving The Middle Class.’)

Today Vice President Joe Biden warned federal agencies that every stimulus dollar must be accounted for, to assure that funds were being used to create jobs and help the economy recover.

“You guys know that when the president gave me the responsibility of dealing with and implementing this recovery act, he called me Sheriff Joe. Well, I’ve still got my badge on,” Biden said at the Recovery Accountability and Transparency Board headquarters with RATB chairman Earl Devaney

It sounds like someone has been ‘messing with Joe,’ after all.
