Editorial: Global-warming welfare is on its way

State scheme will redistribute greenhouse-gas fees to ‘disadvantaged’ communities.

Anticipating hundreds of millions of dollars a year in greenhouse gas fees collected from California businesses, the Legislature is planning to redistribute much of the bounty to the state’s "most impacted and disadvantaged communities."

Perhaps a bill pending in the state Senate reveals the motive of feel-good legislative efforts to fight global warming: a massive redistribution of wealth.

Assembly Bill 1405 calls for 30 percent of new fees raised under global warming regulations yet to be drafted to go to a Community Benefits Fund to be used in specially selected communities, based on specific criteria also yet to be drafted.

A Senate analysis says anticipated new rules by the state Air Resources Board allow revenue from fees imposed on greenhouse gas emitters to pay for the board’s administrative costs, but not for "climate-change-related mitigation activities."

AB 1405, authored by assembly members Kevin de Leon, D-Los Angeles, and V. Manuel Perez, D-Indio, would amend the so-called Global Warming Solutions Act of 2006 to require 30 percent of money raised by fees under consideration by the Air Resources Board to be "used solely in the most impacted and disadvantaged communities. . ." The 2006 law provides broadly that "revenues collected pursuant to this section, shall be deposited into the Air Pollution Control Fund and are available upon appropriation, by the Legislature, for purposes of carrying out this division."

As proposed, the money would provide "competitive grants" to reduce emissions and install equipment and "energy efficiency upgrades for schools, senior centers or low-income housing." Money collected from businesses statewide would be redistributed according to "socioeconomic indicators," including income and poverty levels, educational attainment and "linguistic isolation."

The air board is considering fees to raise about $54 million a year, restricted to paying its administrative costs. This bill begins the political divvying up of the anticipated pot of cash to be extracted from California businesses, ostensibly to curb global warming, a likely non-existent threat, which probably would be unaffected by the state’s regulations even if it were a threat. Favored recipients would reap at least $18 million a year from proposed fees and as much as "hundreds of millions" if the air board imposes a cap-and-trade emission scheme.

Someone selected by politicians and bureaucrats stands to profit from millions extracted from private hands. But the economic damage far outweighs speculative benefits of curbing global temperatures, which haven’t increased in a decade.

It seems to us that disadvantaged communities have all the advantages.

Of course all of this is being promulgated in the name of ‘social justice.’

But the funny thing about ‘social justice’ is that few of the folks calling for it would do too well under real ‘social justice.’

The lay-abouts would be put to work for what they are now given for free. The professional grifters, like Messrs Sharpton and Jackson would be put in jail. And the America-haters would be put up against a wall.

So let’s have real ‘social justice’ by all means.

In fact: No social justice – no social peace!

    What a splendid strategy for motivating self-reliance and responsibility to these “disadvantaged” communities.

    When will this insanity stop? I don’t believe we have any chance for reason or recovery. Our government has enslaved the minds of far too many, destroyed the qualities of self-reliance and responsibility and taught generations by example that abhorrent behavior is the norm.

      Yarddog, the “strategy” of which you speak is actually to motivate reliance on government.

      Although it is “insane” to someone who believes in the principles that have created the most successful country ever, it isn’t insane to someone who wants to destroy our country and create a two-class society of Aristocrats and Serfs. So from the Statists perspective, it’s a perfectly sane strategy.

      And the real beauty of it, from their perspective is that it virtually sells itself.

      Pro, I agree about reliance on government. I believe high unemployment/underemployment is the intended goal. At some point the American people will cry out for the government to do something. Once the unemployed/underemployed have money coming in, likely in the form of a government job, socialism has taken a good foothold. The grateful sheeple will then vote for these morons. What a shame they won’t see the wake of total destruction and demise of America caused by these power mongers who will live like kings and the people like serfs.

      Exactly correct. And if that was not the goal, then you would see a lot more concern and a lot more action from the Administration to help create jobs.

      Jobs would be the HIGHEST priority of a party that was working for the people, be it Democrat, Republican, or third pary..

      But Jobs is about eighteenth on the Obamistration’s list. They spend less than 5% of their time on jobs, and that 5% is making up lies about unemployment. And that is the clearest possible indication of what their true goals are.

      Like Beck, Rush, Mark, Sean, and may others are saying….we didn’t give the keys to the safe to American patriots.

      And as the truth comes out, expect the counter activity to be feverish. They may come to the conclusion that they have to sieze total power before it’s too late.

      An after thought on the likely government jobs…could waiting on implementing the so called “shovel ready” jobs be related to waiting for the people to cry out? If so…insidious behavior!!!

    I knew this was coming but I didn’t guess that Millions of $$$$$ would be skimmed off by the “Low Rider” posse. They can’t resist putting their hands in the “Global Warming Solutions Act of 2006” cookie jar!
    Uh………someone tell me how in the name of “Global Warning” this is going to stop anything but racial divide and outright animosity?
    Is the Green Weenie Czar going to help make sure whitey pays for dumping on the peoples’ of color too?

    There were several on this site, including myself, who predicted this from the get-go. Not that you had to be terribly smart to figure out this massive redistribution of our hard-earned money.

    And think how nicely is segues with the Green Jobs Czar’s statement about whites polluting minority neighborhoods… Just another plan to punish whitey and enrich the dems power base…

    I wish I could be alive 500 years from now and be able to laugh about how the “global warming/climate change mitigation activities” didn’t work. Wasn’t there a mini-Ice Age as recently as the middle ages?

    Many years ago when I got out of college I went through the nightmare of every liberal arts student and worked at a fast food joint. One of the women there had her husband wait outside at night to pick her up. One evening while I was sweeping up in the parking lot I started talking to him and the conversation turned to work, such as me being a college grad working….well, you know. I asked him about his job and he said, no, he didn’t work because him and his wife tallied up the numbers and for him to work full time at minimum wage would only improve their situation $10 a week…….so he just lived on welfare.

    That’s what this will do.

    Here’s another thing: temperatures are down right now because the sun is showing few or no sunspots, which means solar activity and output are reduced. A fifty year about of that (Maunder Minimum) brought on the Little Ice Age. We may still be in a short blip, or it could be worse.

    Here’s something else: In the Carboniferous Period (360-300 million years ago) the carbon dioxide level was 3 times the “pre-industrial” level and temperatures were exactly the same as today. In the Triassic it was 6 times more and the temperature was 3 degrees (Centigrade) warmer. The Earth survived and kept on. Matter of fact, the recent time period (5 million years) has been one of the colder times in history.

    Yet all the research keeps pointing to ever warmer temperature and a hockey stick temperature profile where the warming will go out of control. It’s the same thing over and over It’s cold, but you can’t confuse climate with weather; All the mild temperatures are just a statistical anomaly, etc. It’s like the scientists are determined to hold onto their research dollars and tell them whatever they want to hear…..whatever happened to objectivity?

      As a huge fan of astronomy, I have a rather large collection of DVD’s about the subject. Some of them are interesting, even. But to put an asterisk next to your point about scientists hanging on to their data…I recently bought a DVD about Venus. Well, in it’s confines was a 3 minute clip of none other than Carl Sagan, in much younger trim, in a (more-or-less) staged appearance perhaps for a high-school level movie, turning pages and discussing life on other planets.

      Now, watching that piece and noting how he steadfastly clung to the notion of “possible” life on Venus and the terminology he used…it smacked square into the similar language of “global warming” theorists of today. Much as I respect scientists….I also happen to believe they need to get out more.

    The fact about climate change are irrelevant to them. All they really care about is that they can declare crisis after crisis, and make the people fearful and needy.

    And not only are they not concerned about creating a huge under-class of dependents, that is EXACTLY their strategy. The Global Warming fantasy is just one of the tools they use to make it happen.

    I see a lot of postings like yours that say very rationally that something just doesn’t make sense. But it can’t possibly make sense until you see it from their perspective.

    For the leaders, they crave power so that they can permanently ensconse themselves as our unassailable rulers.

    For the people like the guy you met outside the fast-food restaurant, they simply want something for nothing, and they aren’t smart enough to look ahead, either on a personal basis, or for the socieity as a whole.

    Knowing this doesn’t make it any better, but at least you will begin to undertstand the seemingly unexplainable.
