Hillary Clinton Pledges $100B for Developing Countries

COPENHAGEN — Secretary of State Hillary Rodham Clinton has promised the United States will help raise $100 billion annually by 2020 to assist poor countries in coping with climate change as long as America’s demands for a global warming pledge are met.

Clinton’s announcement, made during a packed news conference, represents a major breakthrough in the talks, which had all but ground to a halt last night. But Clinton emphasized that the money is only on the table so long as fast-growing nations like China and India accept binding commitments that are open to international inspection and verification. If other countries don’t bend, she warned, the poorest countries will suffer.

"In the absence of an operational agreement that meets the requirements that I outlined, there will not be that financial agreement, at least from the United States," Clinton warned. And, she added: "Without that accord, there won’t be the kind of joint global action from all of the major economies we all want to see, and the effects in the developing world could be catastrophic."

This sounds an awful lot like emotional blackmail. Imagine the grief a Republican administration would get if it threatened poor nations this way.

Besides, didn’t a District Court judge just rule that withholding government money from the poor anywhere is un-Constitutional? (ACORN.)

The pledged amount is less than what the European Union had laid out as necessary to help the poorest countries in Africa, Asia and Latin America prepare for climate disasters and develop low-fossil-fuel economies.

Naturally. No amount of aid is ever enough.

That is one of the immutable laws, apparently.

Clinton said the funding would come from a mix of public and private financing, including revenue raised from the auctioning of emission allowances under a possible U.S. cap-and-trade system still under development on Capitol Hill…

The government is giving away our money even before it has been extorted.

U.S. environmental groups and House Democrats heaped praise on the announcement, while Republican staffers warned of the political difficulties back home in selling such a vast contribution as the economy reels.

"I think it’s very essential to the success of how we go forward," House Speaker Nancy Pelosi (D-Calif.) told E&E as she arrived at the Bella Center. "We’ll see what the participation will be of other nations, what’s certainly appropriate for us to play a leading role in it. So I salute her."

Pelosi is in Copenhagen with 20 other House members, including Majority Leader Steny Hoyer (D-Md.), Energy and Commerce Committee Chairman Henry Waxman (D-Calif.), Ways and Means Committee Chairman Charles Rangel (D-N.Y.) and Energy and Commerce Committee ranking member Joe Barton (R-Texas).

It’s so fitting that Mrs. Clinton should be the one to make this historic announcement.

She gets to give the country a Christmas present after all. — More taxes!

Which will be handed over to some of the worst dictators in the world.

Merry Christmas, America!

      On top of taxing a non-existent problem, there are an estimated 18 million Americans who “could be working” but are not getting a working paycheck. With that said, since Hillary “The socialist” Clinton is pledging $100 billion from America, then it will now come from the people who are getting a paycheck. Yet another “back-door” way of taxation without representation.

    Good thing she said to help “with coping with climate change”. That makes the “need” 100% absolute, doesn’t it.

    She might as well have said to help “with coping with the sun rising and setting”.

    She is committing $10 billion per year. Now where is that going to come from? The country doesn’t HAVE $10 billion. In fact, we are in the hole. Has Congress authorized this commitment? Is it coming out of some department’s budget? Where is the $10 billion/year coming from?

      By Jove, Crosspatch, I believe you have put your finger on the crux of the matter.

      As I recall, the Constitution expressly provides that appropriations must originate in the House of Representatives. For further confirmation, see Steve’s comments below (“House Passes $174B Son-of-Stimulus” and “Pelosi Blames Bush for Deficit”).

      Oh, wait! Silly me. Did I say . . . “the Constitution”?

      Why I almost forgot. The Constitution is about “positive rights” now. It’s about hopey-changey and the good things that our all-powerful government is supposed to do for us now. Not about “negative rights” and all that old fashioned obstructionist stuff.

    What gives this hag the right to waste so many American tax dollars for international social experiments that have nothing to do with security or even the standards of the poor? Your average person living under $1.00 a day doesn’t care about CO2. They are more likely to care about food, shelter, and drinking water.

    Beyond annoyed. It’s as if these politicians believe that normal citizens are just credit cards to cha – ching at ease. And look at the self-proclaimed moral values of people like Hillary and Al Gore – they are determined to save the world but always with someone else’s paycheck.

    Here’s the US Sec of Ag giving away a bunch more money to this ongoing fraud.

    “The United States Department of Agriculture will devote an additional $90 million over the next four years to climate change research,”

    How many other Americans were there giving away money we don’t have to chase a problem that doesn’t exist?

    NE(D) Sen Ben Nelson was threatened by the WH that Offutt Air Force Base would be put on the BRAC list in attempt t close it. A Senate aid Said Rahm Emanuel was behind the threat. Michael Goldfarb was guesting on FOX and told of it. Offutt main purpose is for National Security, and employees 10,000 military and federal employees.

    Look how the Black Caucus was refused their request for more stimulus money going to African Americans. Gibbs was on news saying it’s too much to to give money to a specific group. The Black Caucus did a walk-out, and got their way.

    Obama and the media has given a signal to Democrats & liberals that anything goes.

    Also, Jesse Ventura has a new show called Conspiracy Theory I happened upon the last 30 minutes, and it was global warming. His investigative team traveled all over, and they have a scientist from the UK saying they didn’t change anything, they just “deleted the summary”. Showed one of his team being chased, when they realised his cover.

    And one whistle-blower said global warming is meant to put fear in people, and lead to one bank One World Order, and the dollar & tender (euro’s) will be the same all over the world. Rockerfeller, Rothchild, are part of it, and one person even used it to develop and create some car called a “camery” (sp?) Said there are 100 of thousands of scientists that don’t believe in global warming. I can’t find where I scribbled names down.

    I googled that Reverend woman from Zambia Africa at Copenhagen that did the fist salute with a dead corn cob, and found her on a site called “peacewomen.or” their emblem is cartoon of women holding fists rised.
    So, much for the two finger peace sign. Now it’s knock ya fists.
