A comprehensive nuclear arms strategy

The administration’s Nuclear Posture Review outlines the means to achieve greater security from worldwide nuclear dangers. Nonproliferation and counter-terrorism are central to the strategy.

When I joined the Senate in 1973, crafting nuclear policy meant mastering arcane issues like nuclear stability and deterrence theory. With the end of the Cold War and a new relationship between our country and Russia, thankfully these subjects no longer dominate public discourse.

You see, according to Mr. Biden, we no longer need nuclear stability or any kind of deterrence from attack.

Nevermind that China, and less explicitly Russia, and of course North Korea, Iran, Venezuela and a host of other smaller nations have regularly threatened to attack the United States in recent years.

Today, the danger of deliberate, global nuclear war has all but disappeared, but the nuclear threats we face from terrorists and non-nuclear states seeking to acquire such weapons are graver than ever.

On Tuesday, President Obama took an important step toward addressing these threats by releasing a plan that will reduce the role of nuclear weapons in our national security strategy while ensuring that our nuclear arsenal remains safe, secure and effective for as long as it is needed.

As you scan the rest of this piece, trying to find any evidence that Mr. Obama has taken “an important step toward addressing “the nuclear threats we face from terrorists and nonnuclear states seeking to acquire nuclear weapons.”

The Nuclear Posture Review outlines a strategy, supported unanimously by the national security cabinet, for greater security from nuclear dangers and implements the agenda that President Obama first outlined in Prague just over a year ago to prevent the spread of nuclear weapons and to pursue the peace and security of a world without them.

This new strategy, a sharp departure from previous Nuclear Posture Reviews released in 2001 and 1994, leaves Cold War thinking behind. It recognizes that the greatest threat to U.S. and global security is no longer a nuclear exchange between nations, but nuclear terrorism by extremists and the spread of nuclear weapons to an increasing number of states. From now on, decisions about the number of weapons we have and how they are deployed will take nonproliferation and counter-terrorism into account, rather than being solely based on the objective of stable deterrence.

The review contains a clear rationale for the reductions called for under the New START treaty — a 30% reduction from the previous agreement. Because of advances in conventional capabilities and technologies such as missile defense, we need fewer nuclear weapons to deter adversaries and protect our allies than we did even a decade ago. Under the new review, we will retain only those weapons needed for our core requirements.

The plan also establishes a policy that the United States will not use or threaten to use nuclear weapons against non-nuclear states, as long as they are party to the Nuclear Nonproliferation Treaty and in compliance with their nuclear nonproliferation obligations. This approach provides additional incentive for countries to fully comply with nonproliferation norms. Those that do not will be more isolated and less secure.

The completion of a Nuclear Posture Review that is grounded in a commitment to American security will better protect us and our allies from nuclear threats. So will the signing of the New START treaty Thursday. And the unprecedented Nuclear Security Summit the president will host next week — with its focus on securing vulnerable nuclear materials around the world in four years — will advance these goals still further.

At the same time, the president is determined to ensure that our nuclear weapons remain absolutely safe, secure and effective. That is why he has asked Congress to increase funding for our nuclear complex by $5 billion over the next five years, allowing us to upgrade aging facilities and recruit and retain the highly skilled scientists and engineers needed to sustain our arsenal. Our plan reverses a decade-long erosion in support for the national laboratories. This commitment will ensure that our arsenal remains ready.

We can achieve these objectives while upholding this country’s nearly two-decade moratorium on nuclear tests and continuing our efforts to ratify the Comprehensive Nuclear Test Ban Treaty. And although we will not develop new warheads or add military capabilities as we manage our arsenal for the future, we will pursue needed life-extension programs so the weapons we retain can be sustained. This approach has broad support, and, as Defense Secretary Robert Gates states in his preface to the Nuclear Posture Review, it is a "credible modernization plan necessary to sustain the nuclear infrastructure and support our nation’s deterrent."

The president and I made a promise to the American people to protect them from nuclear risks. We have no higher obligation. Our strategy delivers on that promise and tackles the most immediate threats our planet faces.

Did you find anything to substantiate Mr. Biden’s claim that that Mr. Obama has taken “an important step toward addressing “the nuclear threats we face from terrorists and nonnuclear states seeking to acquire nuclear weapons”? Any evidence that this plan protects “the American people… from nuclear risks” like Mr. Obama and Mr. Biden promised?

We haven’t either. Probably because, as Gertrude Stein (a lifelong Republican and vocal critic of FDR and the ‘New Deal’) said about Oakland, California: there is no ‘there’ there.

And yet we were told that protecting our nation from rogue countries like Iran and North Korea was the reason for this treaty and new nuclear strategy in the first place.

After all, thanks to Messrs Obama and Biden, we can no longer count on any kind of missile defense shield.

      Trust the federal government? All you have to do is ask an Indian. (the same federal apparatus that thumps their chests for a century and a half about freeing the negro also ran a campaign of ethnic eradication against a vast nationwide ethnicity, so yeah .. this is a bunch we can ‘trust’)

      BTW – Joe Biden is living proof that MJ Ultra was successful. His brain is pickled in a lab in a secret government compound. What’s talking at us is a cybernetic mistake.

    But is the treaty valid? Is Obama indeed a valid USA president? Is he a constitutional USA president? Or America is doomed to pay for this exercise in political correctness and liberal fraudulence that Obama’s presidency is, by ridicule, dunger and hefty penalties?

      An adult would publish the full original birth certificate. That would stop the controversy and remove all doubts from anybody’s mind. Very simple.

      But he hasn’t done so.

      Which means either that there is something on that certificate that is embarassing, or that he likes to keep the controversy going (probably because he thinks it makes Republicans look bad).

      So he is either hiding something or acting like a child.

      The president……our national liar and gigger par excellance.

      Just a reminder, I am the proud coiner of the term “birther.”

      As I have repeatedly demonstrated, this line of inquiry was invented by hardcore Democrat lickspittle operatives — most notably Larry “C for Crazy” Johnson.

      It was intended to be a red herring, and it has done a lot of damage and wasted a helluva lot of time.

      Please don’t waste our time or space here.

    There you go – and I liked your introducing the notion “there is something that is embarrassing” (in Obama’s BC) –
    Now, I am a birther, I admit – and since I started to follow this matter about an year ago, I went through all blogs & theories, listened to ,or sparred, or you know, on any take on all the takes there are regarding Barry’s OBVIOUS BC problem – me knows the stuff (smiley, smiley, smiley) – and I loved Breitbart running after Farrah – Republicans are totally spooked by birthers – hehehehe – Breitbart is just a surfer –

    Anyway, once I came somewhere upon someone’s modest view regarding this matter, view that really gave me pause… it wasn’t a job (either birther or Obamaton), just someone from Texas who frisbeed this in, and it remarkably rhymed with your “emarrassing” qualifier –

    And here’s the thing – that guy (from Texas), said that what he suspected was:
    When Obama was born (in Honolulu), it was the sixties, a time where a bi-racial kid wasn’t really welcome around –
    So, the doctor when seeing the situation, mother white, father “African” and not really around, simply said ” Nurse, let’s do a nice thing for this kid – write down in the certificate everything, then as race you write WHITE – maybe it’ll help him later” – (was this situation that unusual?)

    And this would be Barry’s “embarrassment” – when someone builds his entire, but ENTIRE existence, career and appeal on his “blackness” or “africanness” (remember the fuss a few days ago when Barry checked “black” in the census race box?), then he’s exposed that his BC declares him white, now that’s a show –

    Rabid birther as I am, I gave this speculation more than a passing thought – maybe this is the truth?

    Personally, I think the kinglette was born in Hawaii because his masters wouldn’t have risked carrying him forward if he was not, but I also understand why so many doubt it.

    In a nutshell, his “story” is that he’s a midwest boy who was exposed to Islam and foreign cultures as a young boy and who ended up in Hawaii where he had a troubled adolescence because of his mixed race. He dabbled in drugs but shook that off to have an outstanding academic career. He spent his formative adult years as a successful community organizer and then when to Harvard where was brilliant again and became the editor of the Law Review and graduated Summa Cum Luade. Then he practiced civil rights law, was saved as a Christian, served in executive roles and was a Constitutional Law Professor. Along the way he wrote a brilliant semi-autobiographic book, and married his sweetheart and became a dedicated family man. Paralying his brilliance and unbelievable political skills, he won a seat the in the State Legislature, followed by a US Senate Seat, and then the country recognized his brilliant talent, and was overcome by his centrist policies and bi-partisan instincts and begged him to become our president.

    The problem with the story is that every element ranges from being a bald-faced, shameless lie to at best, a distortion of the truth, twisted to make him seem like something other than a trained marxist robot.

    The only record of any of this is his self-declarations. Yes an official in Hawaii has stated that the official has seen the birth certivicate, and the short-form is floating around. That’s about it for records for this guy, and a lot of people would like to see the long-form, which probably has some very interesting additions we don’t know about, along with his college transcripts, the records from his “legal” career, his “professorial” career, his “executive” career, his “community organizer” career, his “editor” career, his “state senate” career, and on and on. But of course, we do have his self declarations, and attibutions from radicals about what a great man he is.

    The evidence we do have is that he is a lazy ass of epic proportions who can’t be trusted to speak without words put in his mouth my somebody else, and that he hasn’t done a damn thing his entire life, other than stubbornly adhere to a strident marxism.

    He is a liar like none ever been seen in this country, and he is getting away with it.

    But far worse, he is on the verge of damaging this great country beyond repair.

    Every element of every lie should be exposed as a warning to future generations.
