Senate Gets a Climate and Energy Bill, Modified by a Gulf Spill That Still Grows

WASHINGTON — The long delayed and much amended Senate plan to deal with global warming and energy was unveiled on Wednesday to considerable fanfare but uncertain prospects.

After nearly eight months of negotiations with lawmakers and interest groups, Senators John Kerry, Democrat of Massachusetts, and Joseph I. Lieberman, independent of Connecticut, produced a 987-page bill that tries to limit climate-altering emissions, reduce oil imports and create millions of new energy-related jobs.

The sponsors rewrote the section on offshore oil drilling in recent days to reflect mounting concern over the oil spill in the Gulf of Mexico, raising new hurdles for any future drilling off the Atlantic and Pacific coasts while allowing it to proceed off Louisiana, Texas and Alaska.

That’s a relief. We were worried for a moment that Mr. Obama was serious when he promised to expand offshore drilling way back in March.

Mr. Kerry said the United States was crippled by a broken energy policy and falling behind in the global race for leadership in clean-energy technology.

“We’re threatened by the impacts of a changing climate,” he said in a packed Senate hearing room. “And right now, as one of the worst oil spills in our nation’s history washes onto our shores, no one can doubt how urgently we need a new energy policy in this country. Now is the time to take action.”

Yes, we cannot let this crisis go to waste. All legislation must ride on the back of media-induced hysteria.

No Republicans have stepped forward to support the two senators’ efforts.

Republicans obviously hate the earth. There is just no other explanation for their obstreperousness.

President Obama endorsed the proposal.

“Americans know what’s at stake by continuing our dependence on fossil fuels,” Mr. Obama said Wednesday. “But the challenges we face — underscored by the immense tragedy in the Gulf of Mexico — are reason to redouble our efforts to reform our nation’s energy policies. For too long, Washington has kicked this challenge to the next generation. This time, the status quo is no longer acceptable to Americans.”

He called on the Senate to move ahead so that a final bill could be enacted this year.

Obviously, Mr. Obama’s efforts to destroy capitalism are not working fast enough to suit him. He wants to pile on.

One of the central elements of the Senate bill — incentives to increase domestic offshore oil production — was changed in the aftermath of the explosion and fire on the Deepwater Horizon drilling rig in the gulf on April 20, which left an undersea well leaking oil. Instead of providing for a broad expansion of offshore drilling, the measure would have the effect of sharply limiting oil operations off the Atlantic and Pacific coasts by giving states the right to veto any drilling plan that could cause environmental or economic harm

What a shock. And we had such high hopes.

The Kerry-Lieberman proposal would treat each major sector of the economy differently, while providing something for every major energy interest: loan guarantees for nuclear plant operators, incentives for use of natural gas in transportation, exemptions from emissions caps for heavy industry, generous pollution permits for utilities for years, modest carbon dioxide limits for oil refiners and substantial refunds for consumers.

That is, until they can find an excuse to cancel these loan guarantees and incentives. Which, have no fear, they will find.

Oh, and you can bet that the “substantial refunds for consumers” will only go to those officially considered “poor” by the powers that be. Meaning, that just like every other Obama initiative, this bill is ultimately about redistributing income.

The bill’s overall goal is to reduce greenhouse-gas emissions by 17 percent (compared with 2005 levels) by 2020, and by 83 percent by 2050. The targets match those in a House bill passed last year and in the Obama administration’s announced policy goal

Hasn’t Mr. Obama’s new normal of 10% unemployment a near recession level GDP done enough to lower our carbon emissions? Does he really need to kill off the economy completely to satisfy his hatred of capitalism? 

There is no economywide cap-and-trade system like that in the House measure, but electric utilities will face limits on their greenhouse-gas emissions and a market will be established to allow them to trade pollution permits…

And, just as Mr. Obama gleefully predicted back in January of 2008, “electricity rates would necessarily skyrocket.” Luckily, since almost no one uses electricity, this will have no real affect upon our fragile economy. (See above, for video clip.)

The oil industry will have to buy emissions permits, based loosely on the price set in the utility-trading markets. It is expected they will pass along added costs to consumers in the form of higher fuel prices

The hell you say! Surely that is an unfortunate by product of this well-thought out legislation. It certainly can’t be its intended purpose. Surely, no President, no Congressman or Senator could want to cripple our country like this intentionally.

The United States Chamber of Commerce, whose support was avidly courted, refused to endorse the measure, calling it a “work in progress” that may prove too costly to business.

Those ‘wreckers.’ They are standing in the way of the revolution.

Why does Mr. Obama allow them to continue to exist?

Still, to be fair, we can’t say he didn’t warn us.

(Even if those media watchdogs San Francisco Chronicle did try to suppress their January 2008 interview.)

    Names, please, Francois!! Just who are these giants in the ‘clean energy’ arena? Until you can come up with some, your legislation will be on the back burner.

    Naturally there are safeguards built in, like……”giving states the right to veto any drilling plan”. Which really means there will be no drilling at all, because all plans must get approval from the EPA first.

    You’ll be better off buying a lottery ticket……the odds are greater.

    The hypocrisy was Obama going to “housing court” to get because his apartment was not warm enough one winter.

    Obama should have paid more for a warmer apartment or been proud he was suffering to save the planet.

    You think taxes are bad, wait til they ration it, and we live in primitive conditions.

    There’s no question that we should optimize the performance of all of our technical equipment. Terms and conditions of that regulation must not be determined by government. This legislation is predicated on a lie. It has not been proven that human beings have caused climate change. Some of the coldest epochs in world history have some of the highest levels of CO2. The truth has never been a factor in John Kerry’s pursuit of his Progressive/Leftist agenda. Of course, this has little or nothing to do with saving the planet; it’s about who gets to decide and demand.

    If it does pass, we’ll work to de-fund it.

    I notice the Times overlooks the very fact that the government’s own plan, the Obama oil spill control plan, calls for utmost speed and fire booms to be deployed to contain and burn off the oil well blowout.

    Yes that would be our gigantic, can’t do anything but sure can screw everyone Obammunsim government. Inept and incompetent as ever.

    Search “OPA 1990” for the gory details of the government’s own plan put into law after the 1989 Exxon Valdez debacle.

    And what went wrong? Simple the government forgot to buy the fire booms, what the study finalized in 1994 said, “were the best line of defense with an offshore oil well blowout”. And the cupboard was bare. And whose jab was it to make sure the cupboard was full, for sure, it was the Obama regime, who were so busy handing out waivers they forgot.

    Silly me, I thought the government was supposed to do what the law said do.

    Obama had such disdain, anger, and bitterness towards New York City, it’s no wonder he wants global terrorists and monsters there, and constant threats.
    Of everywhere Obama lived the most racism and “tribal wars” of feroicty were in NYC, while attending Columbia University. Now inspite of his drinking, doing dope, and trying to get laid, he considered alot of “bile” in NYC.
    After Obama lived a rich life-style at Occidental, driving a porshe, traveling, fine clothes.
    Obama was angry that the brown stones cost so much. That the only other decent places had waiting lists, leaving only uninhabitable tenements with whino’s stumbling and slouched in them. Of course at some point Obama claims he gave up the drinking, trying to get laid, and drugs, and started writing bad poetry and focusing on his grades.
    Obama found some diversions in attending SOCIALIST CONFERENCES at Cooper Union, African cultural fairs in Harlem, and some watering holes.
    Obama despised New York City’s ridiculous wealth, but can recall every private plane trip as Senator, and he’s addicted to Air Force One & has to look into a mirror or teleprompter all the time. And look whose spouse is into designer clothes, 600 dollar shoes, a personal hair dresser, and air-brushed photos & magazine shoots.

    Just prior to Obama transferring to NYC and moving in his with his muslim drug addict roommate he stayed in touch with (he was so grateful to him), along with his rich life-style at Occidental, and his radical organizing about the injustices, while at the same time. After one rally Obama discussed with his friends the parties, staying up for two days, puking on the dorm room floors, ash trays and booze spilled on the floor, and the poor Mexican women, crying as they cleaned up Obama and his elite, sophisticated friends.
    Seems Obama went for the same life in New York City, just bitter he couldn’t live it style like he did in Hawaii and at Occidental. He’s toned down his wild ways, but his anger is still there.
    While he lives like a King, he plans his new prisons & terms; ration & regulate their food, utilities, transportation, medical care, income. Just like China.

      Canary, with all due respect I have some strong doubts about Obama’s Columbia attendance – it’s quite a mystery, and there simply are no tracks of him being there, other than Bill Ayers’ biographical claims (and Bollinger’s – Columbia’s pres’ ambiguous statement) –

      1) Why is that someone who claims that has spent three years in an university cannot produce a single school mate to vouch for him? Or a teacher? Or a librarian? Or a janitor? Or ROTC? (hehehe). Or a… heavens!… anyone who could remember him there?
      2) And now top this with the following: Obama claims that he was a political science student, with an emphasis on foreign affairs. Man, those courses are always full, are always hot, and in such classes vigorous debate is the rule – a foreign affairs class at Columbia in 1986, at a peak of the Cold War was a furious lions’ den, I assure you – and anyone would remember the dude from Kenya who used to… whatever… EVERYONE. EVERYONE.
      Yet, curious thing – no one remember a guy Obama or Soetero there during those years… why?
      3) then Obama’s graduation thesis claims – where he was a bit too fast for his own good, because he claimed in one book that :
      a) he wrote a thesis on US-Soviet Nuclear Disarmament, then,
      b) that he wrote a thesis on a North-South, post-colonial relationships…
      c) both thesis being anyway inaccessible and not remembered by anyone,

      … which doesn’t really matters, because at the time Obama claimed that he was at Columbia, the track on which (he again claims) he was on… HAD NO THESIS REQUIRMENT!

      This talented mister Obama, can you believe it?

      What I think that happened in Obama’s Columbia years is, that he was pushed out from Occidental by his handlers for slacking, doing dope and running around too much with friendly guys, and was inserted at Columbia in an extension class of sorts (remember, whatever his famous school in Honolulu was, when he came in Los Angeles, he was completely out… of the standard curriculum, so he simply wouldn’t have been accepted at Columbia)…

      … then, shot on a VIP, undemanding track (like Benazir Bhutto and other figures who travel on “special” educational tracks in American and Euro Universities (Japan doesn’t accept this, they’re serious about scholarship), then offered a Columbia Diploma…

      … nice… and we now assist at the unraveling of this odious Potenkiniade that dba Obama’s presidency is…

    The charity was the Joyce Foundation on whose board of directors Obama served and which gave nearly $1.1 million in two separate grants that were “instrumental in developing and launching the privately-owned Chicago Climate Exchange,…with global affiliates and projects worldwide.”

    The “privately-owned” Chicago Climate Exchange is heavily influenced by Obama cohorts Al Gore and Maurice Strong…

    Gore, self-proclaimed Patron Saint of the Environment, buys his carbon off-sets from himself—the Generation Investment Management LLP, “an independent, private, owner-managed partnership established in 2004 with offices in London and Washington, D.C., of which he is both chairman and founding partner. The Generation Investment Management business has considerable influence over the major carbon credit trading firms that currently exist, including the Chicago Climate Exchange.

    Strong,…a former Secretary General of the 1992 United Nations Conference on Environment and Development (the much hyped Rio Earth Summit) and Under-Secretary General of the United Nations in the days of an Oil-for-Food beleaguered Kofi Annan, the Canadian born Strong…spends most of his time in China…and is one of the main architects of the failing Kyoto Protocol.

    Full credit for the expose on the business partnership of Strong and Gore in the cap-and-trade reduction scheme should go to the investigative acumen of the Executive Intelligence Review (EIR).

    …all the way back to Earth Day, April 17, 1995 when the future author of “An Inconvenient Truth” travelled to Fall River, Massachusetts, to deliver a green sermon at the headquarters of Molten Metal Technology Inc. (MMTI)….

    … The largest shareholder in the Exchange is Goldman Sachs. Chicago Mayor Richard M. Daley is its honorary chairman, The Joyce Foundation, which funded the Exchange also funded money for John Ayers’ Chicago School Initiatives. John is the brother of William Ayers.

    Even as man-made global warming is being exposed as a money-generating hoax, Obama is working feverishly to push the controversial cap-and-trade carbon reduction scheme through Congress…
