Kerry’s Secret $1.3B Aid To Egypt Skirted US Law

Also from last week, via Reuters:

U.S. quietly allows military aid to Egypt despite rights concerns

By Arshad Mohammed | June 6, 2013

WASHINGTON (Reuters) – Secretary of State John Kerry quietly acted last month to give Egypt $1.3 billion in U.S. military aid, deciding that this was in the national interest despite Egypt’s failure to meet democracy standards.

In actual fact, Kerry intentionally skirted a law that Congress enacted to stop us from giving aid to Egypt until they reformed. And he did it in secret. This is what the Obama administration calls ‘transparency.’

Kerry made the decision… before an Egyptian court this week convicted 43 democracy workers, including 16 Americans, in what the United States regards as a politically motivated case against pro-democracy non-governmental organizations…

Most of whom managed to escape Egypt before they were jailed. But some didn’t, including at least one American.

Despite stating in a May 9 memo that "we are not satisfied with the extent of Egypt’s progress and are pressing for a more inclusive democratic process and the strengthening of key democratic institutions," Kerry said the aid should go forward…

What better way to show your displeasure than to give someone $1.3 billion dollars.

Under U.S. law, for the $1.3 billion to flow the secretary of state must certify that the Egyptian government "is supporting the transition to civilian government, including holding free and fair elections, implementing policies to protect freedom of expression, association and religion, and due process of law." …

Since when is John Kerry or anyone in this administration bound by law?

The May 9 memo [declaring a waiver on this law] was sent to congressional appropriations committees without fanfare and some aides did not know of its existence.

In contrast, when the State Department last year waived the restrictions, it announced the decision and explained its reasoning to reporters…

By the way, whatever happened to the sequester? Heck, we thought the State Department was so broke it couldn’t even afford to provide security for our embassies and missions even before the sequester ‘cuts.’

And yet we have $1.3 billion dollars for the Muslim Brotherhood? On top of the other untold billions of dollars we have already given them.
