Letter Details Kennedy Offer To USSR

This letter which details Senator Edward Kennedy’s offer to help the Soviet Union defeat Reagan’s efforts to build up the nuclear deterrent in Europe was unearthed by a Times of London reporter in the 1990s after the KGB files were opened.

It got little or no attention, however, until the publication of Paul Kengor’s book "The Crusader – Ronald Reagan and the Fall of Communism."

But even then the actual text of the letter (which is in the book’s appendix pp 317-320) has gotten short shrift:

On 9-10 May of this year, Senator Edward Kennedy’s close friend and trusted confidant J. Tunney was in Moscow. The senator charged Tunney to convey the following message, through confidential contacts, to the General Secretary of the Center Committee of the Communist Party of the Soviet Union, Y. Andropov.

Senator Kennedy, like other rational people, is very troubled by the current state of Soviet-American relations. Events are developing such that this relationship coupled with the general state of global affairs will make the situation even more dangerous. The main reason for this is Reagan’s belligerence, and his firm commitment to deploy new American middle range nuclear weapons within Western Europe.

According to Kennedy, the current threat is due to the President’s refusal to engage any modification on his politics. He feels that his domestic standing has been strengthened because of the well publicized improvement of the economy: inflation has been greatly reduced, production levels are increasing as is overall business activity. For these reasons, interest rates will continue to decline. The White House has portrayed this in the media as the "success of Reaganomics."

Naturally, not everything in the province of economics has gone according to Reagan’s plan. A few well known economists and members of financial circles, particularly from the north-eastern states, foresee certain hidden tendencies that many bring about a new economic crisis in the USA. This could bring about the fall of the presidential campaign of 1984, which would benefit the Democratic party. Nevertheless, there are no secure assurances this will indeed develop.

The only real threats to Reagan are problems of war and peace and Soviet-American relations. These issues, according to the senator, will without a doubt become the most important of the election campaign. The movement advocating a freeze on nuclear arsenals of both countries continues to gain strength in the United States. The movement is also willing to accept preparations, particularly from Kennedy, for its continued growth. In political and influential circles of the country, including within Congress, the resistence to growing military expenditures is gaining strength.

However, according to Kennedy, the opposition to Reagan is still very weak. Reagan’s adversaries are divided and the presentations they make are not fully effective. Meanwhile, Reagan has the capabilities to effectively counter any propaganda. In order to neutralize criticism that the talks between the USA and the USSR are non-constructive, Reagan will grandiose, but subjectively propagandistic. At the same time, Soviet officials who speak about disarmament will be quoted out of context, silenced or groundlessly and whimsically discounted. Although arguments and statements by officials of the USSR do appear in the press, it is important to note the majority of Americans do not read serious newspapers or periodicals.

Kennedy believes that, given the current state of affairs, and in the interest of peace, it would be prudent and timely to undertake the following steps to counter the militaristic politics of Reagan and his campaign to psychologically burden the American people. In this regard, he offers the following proposals to the General Secretary of the Central Committee of the Communist Party of the Soviet Union Y.V. Andropov:

1. Kennedy asks Y.V. Andropov to consider inviting the senator to Moscow for a personal meeting in July of this year. The main purpose of the meeting, according to the senator, would be to arm Soviet officials with explanations regarding problems of nuclear disarmament so they may be better prepared and more convincing during appearances in the USA. He would also like to inform you that he has planned a trip through Western Europe, where he anticipates meeting England’s Prime Minister Margaret Thatcher and French President Mitterand in which he will exchange similar ideas regarding the same issues.

If his proposals would be accepted in principle, Kennedy would send his representative to Moscow to resolve questions regarding organizing such a visit.

Kennedy thinks the benefits of a meeting with Y.V.Andropov will be enhanced if he could also invite one of the well known Republican senators, for example, Mark Hatfield. Such a meeting will have a strong impact on American and political circles in the USA (In March of 1982, Hatfield and Kennedy proposed a project to freeze the nuclear arsenals of the USA and USSR and pblished a book on the theme as well.)

2. Kennedy believes that in order to influence Americans it would be important to organize in August-September of this year, televised interviews with Y.V. Andropov in the USA. A direct appeal by the General Secretary to the American people will, without a doubt, attact a great deal of attention and interest in the country. The senator is convinced this would receive the maximum resonance in so far as television is the most effective method of mass media and information.

If the proposal is recognized as worthy, then Kennedy and his friends will bring about suitable steps to have representatives of the largest television companies in the USA contact Y.V. Andropov for an invitation to Moscow for the interview. Specifically, the president of the board of directors of ABC, Elton Raul and television columnists Walter Cronkite or Barbara Walters could visit Moscow. The senator underlined the importance that this initiative should be seen as coming from the American side.

Furthermore, with the same purpose in mind, a series of televised interviews in the USA with lower level Soviet officials, particularly from the military would be organized. They would also have an opportunity to appeal directly to the American people about the peaceful intentions of the USSR, with their own arguments about maintaining a true balance of power between the USSR and the USA in military term. This issue is quickly being distorted by Reagan’s administration.

Kennedy asked to convey that this appeal to the General Secretary of the Central Committee of the Communist Party of the Soviet Union is his effort to contribute a strong proposal that would root out the threat of nuclear war, and to improve Soviet-American relations, so that they define the safety of the world. Kennedy is very impressed with the activities of Y.V. Andropov and other Soviet leaders, who expressed their commitment to heal international affairs, and improve mutal understandings between peoples.

The senator underscored that he eagerly awaits a reply to his appeal, the answer to which may be delivered through Tunney.

Having conveyed Kennedy’s appeal to the General Secretary of the Central Committee of the Communist Party of the Soviet Union, Tunney also explained that Senator Kennedy has in the last few years actively made appearances to reduce the threat of war. Because he formally refused to partake in the election campaign of 1984, his speeches would be taken without prejudice as they are not tied to any campaign promises. Tunney remarked that the senator wants to run for president in 1988. At that time, he will be 56 and his personal problems, which could hinder his standing, will be resolved (Kennedy has just completed a divorce and plans to remarry in the near future). Taken together, Kennedy does not discount that during the 1984 campaign, the Democratic Party may officially turn to him to lead the fight against the Republicans and elect their candidate president. This would explain why he is convinced that none of the candidates today have a real chance at defeating Reagan.

    And Barry calls Teddy the greatest Senator ever……what a joke.

    Refer to your history books Barry: For instance, Henry Clay was part of the “Great Triumvirate” or “Immortal Trio,” along with his colleagues Daniel Webster and John C. Calhoun. In 1957, a Senate committee chaired by John F. Kennedy named Clay as one of the five greatest senators in U.S. history. In his early involvement in Illinois politics and as a fellow Kentucky native, Abraham Lincoln was a great admirer of Clay.

    Hundreds of jobs were just uploaded to Monster.com for food tasters and detox facility hostesses. Apparently, they anticipate quite a struggle as the Kennedy gangchildren maneuver to put themselves in the drivers seat for the sinecure as Massachusett’s Lord of the Flies.

      He made some announcement not too long ago that he wanted his wife to take over the job. The Kennedys have always been for democratic values, never dynastic.

    And yet to hear this man being lionized on the MSM & Fox for that matter, you’d almost think he was half way to being a Saint. I do not recall ever hearing of this letter before. I am also sickened by it.
    Well, he’ll get a huge Catholic send off, enough to make this Catholic puke and I wonder if he’ll be laid out in the Rotunda and be buried next to his brothers & sister-in-law just beneath the slope of the gift that was given to George Washington Parke Custis by the Father of Our Country.
    This will go on ad nausem for weeks until the health care debacle is passed to honor such a great “Amerikan” as Teddy Boy Kennedy.
    Wonder what Mary Jo had to say when he “ran into” her this morning.

      Yes, Mary Jo said to Teddy: “Meet your child.”
      Can you imagine all the power play grabbing that is occuring in D.C. now that Teddy is gone? Can you imagine some Senator’s breathing a sigh of relief as they are no longer subjected to Teddy’s seniority, power, and influence?

      Passing major legislation to honor someone? That’s the forthcoming impetus for passage? You think average citizens are angry now – just wait.

      And Catie, I hear you about the huge Catholic sendoff. At times it is of great comfort to me, but us Catholics sure can overdo it!

      I’d just turned seven years of age when JFK died. I can remember my mother saying she would not be surprised if JFK wasn’t put on a fast track to sainthood. Guess the Church does have some good sense somewhere!

      I can imagine the fun and shenanigans going on in DC right about now … I hope the people of Mass vote in a more reasonable senator, though I have a feeling they are about as bright as SF Bay area voters—put a liberal in office and then wonder why everything is a clusterfu** soon after. Then never vote ’em out of office …

      Kennedy will be buried at Arlington National Cemetery, just a few feet from the graves of his brothers, a senior Defense Department official told CNN. He is eligible for burial at Arlington due to his congressional service and his tenure in the Army from 1951 to 1953.

      Caligirl9, I wasn’t aware that he had even served in the military. Did he receive a Purple Heart? He wasn’t KIA, he wasn’t a retired Flag Officer or Col, unless I’m mistaken and you can rise to that rank in 2 years (this may have been possible during the Civil War, but that was 90 years later). It has to be his “senate service” that got him in there.

    For many he will always be remembered for Mary Jo Kopechne and the incident at Chappaquiddick bridge. For some he will be remembered for the Immigration Act of 1965, and the tragic results that continue to unfold to this day. For still others he will be remembered for the Borking of … well, Robert Bork, Clarence Thomas, Samuel Alito, and other outstanding American jurists. But somehow for me he will always be remembered for Johnathan Ball (age 3), Tim Parry (age 12), and for the 56 other mothers and children who were killed, blinded, and wounded on Mother’s Day 1993 in Warrington, England –– Mother’s Day shoppers blown to smithereens by bombs placed in rubbish bins outside McDonald’s and Boots the chemist, bombs made using American technology, and made for terrorists who were supported and protected every step of the way by Senator Teddy Kennedy.

    My mother always said that if you can’t say something nice, most especially about the dead – don’t say anything. So all I can say about the passing of the youngest Kennedy brother (and no, Chris Matthews – Obama is not the next Kennedy brother) – is this:

    At least he is out of pain and suffering and Thank God – so will be America from his terrible legislation.

    I just hope that We The People will rise up and stop the Senate from passing the Kennedy Free (wink, wink) Healthcare for All, Illegals First Bill in his memory – as it would indeed be him scr*wing America from the grave.

    I doubt We The People have a real chance though – my idiot (in an attempt I think to deflect from his public debacle scheduled tonight) – sent me a blah, blah, blah email re: Gitmo – problem is I have never, ever written him about Gitmo.     I don’t rejoice that a person has died, I offer my condolences on the family’s loss. However, As far as his character is concerned, I must say we can finally get beyond the Kennedy family. We have suffered enough with Ol’ Teddy far far far toooo long. His traitorous actions have only weakened this country over the years. While others tried to be friendly and courteous to him, I can’t say I recall him ever returning the favor. Mary Jo must indeed be resting a little easier. As for him being buried in Arlington, I find it offensive that he should share the same ground of our honored dead. I don’t care what time he spent in the Army, he obviously shared no love for our country or our men and women who served in Vietnam, the Gulf or now! I don’t know of a single time he supported our military. He doesn’t deserve to be in Arlington!

    Forgivness is a virtue, but I cannot “overlook” the fact that another human died because of him. Only the Kennedy name and fortune kept him out of jail. Let us remember him as he really was – a liar and contributor to the death of an innocent woman. These stains do not wash away.

    I joined the Cuban Assault Brigade 2506 that staged the ill conceived so called “invasion” at he Bay of Pigs. President Dwight Eisenhower passed on the “covert” CIA Invasion Plans to Presiden John F. Kennedy in 1961. I was a Korean Veteran of the USAF when I joined such and as a volunteer requested to join their Air Force if any. I was turned down because I was told that I was USA Citizen but that they needed “foot soldiers” instead. From early on I became aware that the weapons being used were relics from the second World War and faulty at best. The CIA had me function as Liason Officer or a go between the Cubans and the American Headquarters at the Training Camp in Guatemala. The American man in charge of logistics confided in me, soon after the News of the Invasion failure, that he had personally requested to the Carrier Commander to allow him to fly and drop a few bombs on the Gitmo US Navy Base to give the USA the opportunity to help the Invasion because the B25s flying over the Bay of Pigs were being shot down by Castro’s Armed Trainers American Airplanes. The US Aircraft Carrier Commander that convoyed the Assault Brigade 2506 was denied participation by Robert Kenned. who said the he did not want his brothe John F. Kennedy to be another “Tojo” Needless to say once again when the real justification came along when the Soviet Union playing a chess game with the Kennedy brothers, check mated the USA into signing a pact as to Not to Invade Cuba eve,r in exchange for their Nuclear Tipped Missiles withdrawal and the horrible fate of the Misery and Imprisonment of the Cuban dissidents in Cuba and the Tyrannical repressive Comunist Regime in Cuba for the past 50 years, was told not to “export the Communist Revolution” to other countries in the Hemisphere and thats exactly what in violation of the Treaty they have done hence Communist Tyrant, Hugo Chavez of Venezuela, Evo Morales of Bolivia, Carrera of Ecuador and Daniel Ortega of Nicaragua, plus Lula of Brazil abd Argentina as well.and Obama of the USA.

    How is it that we, as a nation, have sat on our Butts up untill now, without doing anything about this train that the government has been ridding. There are only 545 ( well 544 now ) people that make these rules, if we voted them in we need to vote them out. Why can’t we choose who runs for office, instead of letting them choose for us, this would be a good beginning, we might have a chance now that one of the more powerful players no longer plays.

      inheritance – to “bestow” upon their own??? It is NOT their personal possession ! It
      belongs to the people – THEY should decide to whom it is handed down to ! And they
      wonder why so many people resent their sense of entitlement (yes, there is an entire country outside of the Massachusetts
      Kennedy Compound). They were a collective big fish in a little pond, and were used to
      everyone within their close proximity (bubble) kowtowing to them.
