Illinois Legislators Approve 66% Tax Increase

CHICAGO — With only hours left before new state lawmakers were to take over, Illinois’s State Legislature narrowly approved early on Wednesday an increase of about 66 percent in the state’s income tax rate.

The vast size of the increase, the rarity of such increases here — the last one came two decades ago — and the hour of the vote (in the wee hours of Wednesday) all reflected the urgency and depth of this state’s fiscal crisis.

But notice that the urgency wasn’t enough for them to enact a big cut in spending. Also, as we will learn later, the real "urgency" was that more Republicans were coming to the Illinois legislature at noon today.

Even grudging supporters of the tax increase, which won no Republican support in a state capital controlled by Democrats, voiced a desperate sense of regret over the circumstances in which Illinois finds itself. State Representative Elaine Nekritz, a Democrat who voted for the increase, described her decision as an alternative “between bad and worse.” Another Democrat cautioned his colleagues: “We don’t have a better choice today.”

Really? The idea of cutting spending more doesn’t even occur to them?

Many states are struggling with anemic revenues and the prospect of an end to additional federal funds, but Illinois faces a budget deficit of as much as $15 billion, owes some $8 billion in unpaid bills to social service agencies, doctors, dentists and others, and is receiving mounting signs of worry from bond investors.

We suspect that the biggest chunk of this is the "social service agencies." But let’s group them with doctors and dentists "and others." And let’s not even mention the public sector unions.

But what did Illinois do with all the revenue they collected during the boom times — which went on for record years? When property taxes were going through the roof?

We know what they did. They gave themselves and the public sector unions and their constituents huge salaries and untold benefits. And now, when the piper has to be paid, they are gouging the taxpayer.

Under the legislation, the income tax rate would, at least temporarily, rise to 5 percent from its current rate of 3 percent.

Don’t worry. The tax increase is only ‘temporary.’ Of course, in reality, the control dial for taxes is only set to go ‘up.’

Lawmakers had talked about an even steeper increase, but set that aside as the hours went by and the debate grew increasingly emotional.

In other words, just be glad the tax increases aren’t bigger.

The rate for corporate taxes would rise to 7 percent from its current rate of 4.8 percent.

That will do wonders for the state’s economy.

As part of the deal, the state’s spending growth would be limited from one year to the next over the next four years

"Limited"? How draconian.

Democrats, who control the state’s House of Representatives and Senate, had been racing to push through the tax increase before noon on Wednesday, when legislators elected in November arrive in Springfield and a new legislative session begins.

In the new session, Democrats will continue to control both chambers, but their margins will shrink. Some leading Democrats viewed this as the only time when such a politically difficult vote might be possible: a moment when departing legislators need not fret over how voters might react.

In other words, the "lame duck" Congressmen thought this would be a way to shaft the people who threw them out of office.

Lame duck Congresses should be outlawed. It’s clear that the Democrats in them do irresponsible and dangerous things when they are unaccountable to the voters.

In the House, where until noon on Wednesday Democrats hold 70 seats, the bill passed 60 to 57. In the Senate, which had shown earlier willingness to raise taxes, the measure passed 30 to 29 in a vote that was tallied after 1 a.m. Central time.

In other words, the Democrats rammed through this whopping tax hike just in the nick of time before they lost their large majorities at noon today.

What what a typical dirty trick from the denizens of the ‘Land Of Obama.’

    Nothing like having the burglar empty your house in the middle of the night.
    To add insult to injury, they took all the clothes hangers to boot!
    If I lived in IL. …..I’d be ill.

      I live here and its business as usual for our legislators. I expect that more businesses will leave or go under because of this massive tax increase.

      Instead of cutting spending, our “leaders” decided to give us this midnight special.

    Too bad this didn’t happen about 4 years ago.

    Ilinois would have lost a couple of congressional seats in the new census.

    Now we’ll have to wail until 2021 to reap the benefits politically. Of course, Texas and Florida will be acquiring a lot more wealthy citizens this year in 2011.

    Anyone want to bet that a 66% increase in taxes will not result in a 66% increase in revenues or anything close to that? This action will either result in a death spiral for businesses and jobs or a death spiral for Democrat office holders in the state. The choice is now up to the people of Illinois.

    Illinois legislators have just kicked the can down the road, delaying the inevitable bankrputcy of the state. With New Jersey making their business climate more favorable to relocate there to do business, Texas & Florida having very low tax rates if any at all, it is now Illinois’s turn to parallel with California and head to bankruptcy and in a very short time. Enjoy the riots!
