All the union would need to get in is a certain number of cards signed by workers. These cards are portrayed as just expressing an interest and is considered a step toward an election. Now this bill would mean that the cards would become the election and there is even talk of making this retroactive. McGovern IS a venerated party elder for the dims, dim as he is. But this was too much for even him to swallow.
