Time for it to either shape up and get real or for us to dump it. If the Euros are worried about their security, let them organize and pay for it. As for the UN, it has always been a joke and we should have left a long time ago. Every dime spent on it by the Us is not only wasted, but typically counterproductive to our own best interests.
