‘Obama Brownshirts’ Bill Is Before Senate

Here is an artuflly innocuous synopsis of the “GIVE Act” from the Library Of Congress’ Thomas site:

Generations Invigorating Volunteerism and Education Act or the GIVE Act – Amends the National and Community Service Act of 1990 (NSCA) and the Domestic Volunteer Service Act of 1973 (DVSA) to revise the programs under such Acts and reauthorize appropriations for such programs through FY2014.

Revises under NSCA: (1) the School-Based and Community-Based Service-Learning programs and Higher Education Innovative Programs for Community Service (Learn and Serve programs); (2) National Service Trust programs (AmeriCorps); (3) the National Civilian Community Corps (NCCC); and (4) the Investment for Quality and Innovation program.

Eliminates the current Community-Based Learn and Serve programs.

Establishes two new Learn and Serve programs: (1) Campuses of Service, which provides funds to institutions of higher education to develop or disseminate exemplary service-learning programs that assist their students’ pursuit of public service careers; and (2) Innovative Service-Learning Programs and Research, which funds community service-learning opportunities for elementary and secondary, college, and graduate students as well as research into service-learning.

Includes among eligible AmeriCorps programs: (1) an Education Corps to address unmet educational needs; (2) a Healthy Futures Corps to address unmet health needs; (3) a Clean Energy Corps to address unmet environmental needs; and (4) a Veterans Corps to address the unmet needs of veterans and their families.

Creates AmeriCorps Opportunity Corps programs that include certain existing programs and new programs to: (1) increase community access to technology; (2) engage citizens in public safety, health, and emergency preparedness services; (3) mentor youth; (4) reduce recidivism by re-engaging court-involved youth; and (5) support the needs of veterans or active duty service members and their families.

Establishes an Education Awards Only program authorizing the Corporation for National and Community Service (Corporation) to provide fixed-amount grants to programs that have approved national service positions, but no AmeriCorps funding.

Sets the National Service educational awards for full-time AmeriCorps, NCCC, and Volunteers in Service to America (VISTA) participants at a level equal to the maximum available Pell Grant available to students under the Higher Education Act of 1965.

Includes among needs to be met under the NCCC program, disaster relief, infrastructure improvement, environmental and energy conservation, and urban and rural development.

Requires states to develop comprehensive plans for volunteer and paid service by Baby Boomers and older adults.

Directs the Corporation to plan pilot programs to: (1) better target and serve displaced workers; and (2) establish a centralized electronic citizenship verification system which would allow the Corporation to share employment eligibility information with the Department of Education.

Authorizes the Corporation to treat September 11th annually as a National Day of Service and Remembrance.

Establishes within the Investment for Quality and Innovation program: (1) a ServeAmerica Fellowships program providing fellowships to individuals chosen by states to participate in service projects addressing certain areas of national need; (2) a Silver Scholarship Grant Program providing scholarships to individuals age 55 or older who complete at least 500 hours of service in a year in an area of national need; and (3) an Encore Fellowships program providing one-year fellowships to individuals age 55 or older who serve in areas of national need and receive training to transition to public service employment. Makes ServeAmerica fellows eligible for national service educational awards.

Authorizes the Corporation to provide grants to innovative and model service programs, including those for disadvantaged youth, youth under age 17, and potential recidivists.

Eliminates federal funding for the Points of Light Foundation.

Revises under DVSA: (1) the VISTA program; and (2) the Senior Corps, including the Retired and Senior Volunteer program (RSVP), the Foster Grandparent program, and the Senior Companion program.

Gives priority in VISTA participant selection to disadvantaged youth and retired adults of any profession.

Authorizes new VISTA grant programs of national significance that provide poor and rural communities with: (1) services reintegrating formerly incarcerated individuals into society; (2) financial literacy and planning; (3) before-school and after-school services; (4) community economic development initiatives; (5) assistance to veterans and their families; and (6) health and wellness services. Eliminates the VISTA Literacy Corps, University Year for VISTA, and Literacy Challenge Grant programs.

Raises the minimum and maximum stipend provided to VISTA participants.

Prioritizes RSVP projects in specified areas.

Makes anyone 55 years of age or older eligible as Senior Corps volunteers.

Provides, under the Senior Corps demonstration program, incentive matching grants to Senior Corps programs that exceed specified performance measures, enroll most of their volunteers in outcome-based service programs, and increase their enrollment of Baby Boomer volunteers.

Expresses the sense of the Congress that the number of AmeriCorps, VISTA, and NCCC participants should reach 250,000 by 2014.

Congressional Commission on Civic Service Act – Establishes a Congressional Commission on Civic Service to provide recommendations to Congress on improving opportunities for individuals to volunteer or perform national service.

This bill has now passed the House and is about to be passed by the Senate, unless enough of us complain.

It is nothing but a way to further fund and indoctrinate more foot soldiers for the Democrat Party, following the Saul Alinsky models. (Which worked so well for Mr. Obama during the last campaign.)

Do we really want our tax dollars to pay for this?

    Can’t figure if they are attempting to rope in those recent HS/College grads who aren’t finding employment and/or just indoctrinating the masses that ‘voluntary’ service to Dear Leader is a requirement of being allowed to remain a citizen of the US under The One ™.

    I can’t find the bill in the Senate (i.e. a number/name) to write to my two to say ‘Not No, but Hell No’.

    Writing about the lunacy and un-Constitutional ‘legislation’ of the Klownposse in DC and The One ™ could be a full time job.

    Impeach them all and start over again – can’t be any worse than right now’s 111th Socialize America Congress and the teleprompter idiot The One ™ and his sidekick the human gaffe machine.

    Thanks to Steve for understanding the impact of this bill. No child will be exempt, not even kids whose parents bear the financial burder to send them to parochial schools so they can have a better education.

    The bill provides for teacher, supervisor and “personnel” from “community-based” agencies to “recruite, utilize and manage” the participants. In plain English, this simply means that those “community-based” agencies are ACORN, LaRaza, LULAC and others, who will be in the schools indoctrinating our children while they are getting paid to do the indoctrination. Project Vote, will be able to recruite kids from “elementary and secondary” schools to get out the vote (there is no law that says kids can’t recruite voters).

    The agency that will be in control of this program, under the Secretary of Education (remember who he is, friends, another Chicago insider that worked with the Ayers/Obama Annenburg scam) is called “the Corporation.”

    And if you think you can undo the damage done to your child during the school year, don’t kid yourself. The bill provides for summer “camps” and uniforms.

    And the best part? You get to pay for it. The program, implimented and enforced by “the Corporation” will require a 20% contribution from the school district the first year, 50% each year after.

    The entire bill reads like something from Antonio Gramsci, the early 20th century communist who advised that if children are not taught the ways of Marxism by age 12, they will be lost to the movement. Both Stalin, and Hitler, were fans of Gramsci.

    Please, read the bill. And understand the catch phrases:

    service-learning = forced volunteerism
    the Corporation = the federal government
    qualified organizations (and individuals) who have experience in service-learning = every radical left wing group you can possibly think of.

    And remember this; when this was done in Nazi Germany, children were taught to even report to the SS their parents who spoke out against the Nazi goverment.

    Rusty, it’s not you Obama’s coming after, it’s our children and grandchildren. Kids are not armed and can be taught that everything their parents believe is wrong.

      That is hilarious, because it is almost exactly the language used in the IRS guidelines which are supposed to prevent 501c3 “charities” like Code Pink, the ACLU and ACORN from being involved in politics.

      I rarely get arosed to take action with our “elected” representatives since Congress is well insulated from the concerns of us little people out here who don’t making 5 figure donations, but this one did inspire me to fire off a few emails for them to ignore and delete.

    Committee Republicans are pleased that the new Administration has been anxious to build on the reforms and developments of the Bush Administration and the USA FreedomCorps by continuing the dialogue on national service. We are also pleased that the Majority has agreed that such reforms are necessary and has included many of the key provisions from H.R. 4854 in H.R. 1388. Additionally, Committee Republicans appreciate the Majority’s willingness to build on the progress made last Congress with the bill and work in a bipartisan manner again this Congress to continue to improve the bill and incorporate many of the Republican ideas into the product as it moves forward in the legislative process.

    Committee Republicans strongly believe that organizations receiving federal funds should utilize those funds, and the participants the funds help support, to leverage federal assistance to encourage other Americans to dedicate some of their time and resources to volunteerism. We appreciate the Majority’s willingness to maintain a provision from H.R. 4854 that would require the Corporation to take the ability of generating volunteers into account when reviewing the applications of organizations that are applying for funds under the national service laws. However, Committee Republicans also recognize that the mission of some organizations may not lend themselves to easily meet this goal because of the nature of the activity being performed. In those cases, Committee Republicans believe that organizations should make every effort to promote some form of volunteerism in their projects. Promoting volunteerism will help inspire more individuals to serve and will help leverage the federal funds being provided to these organizations.

    Committee Republicans are pleased at the acceptance of an amendment offered by Rep. Vernon Ehlers (R-Ml) to clarify that activities for older adults who participate in the National Senior Volunteer Programs may include conducting energy audits, insulating homes, and conducting other activities to promote energy efficiency. The number of participants in the Senior Corps programs will be increasing as the almost 79 million members of the `Baby Boomer’ generation retire and look for other activities to fill their days. Many of these individuals have unique skill sets that could be put to use in helping our country become more energy efficient. Also, in the modern home, insulation and other energy efficiency techniques have become very sophisticated. This program will provide participants with the opportunity to learn about these new methods. These participants can also pass their knowledge on to the younger generations through the relationships developed with youth, including disadvantaged youth, through the Senior Corps programs. The concept of energy efficiency provides multidisciplinary learning opportunities in math, science, and language arts–subjects that America’s Baby Boomers and seniors can assist students with by using hands-on, real-world projects. This amendment clarifies that activities like conducting energy audits, insulating homes and conducting other activities to promote energy efficiency are activities that would be supported by the national priorities in the Senior Corps programs.

    Committee Republicans, particularly Rep. Mark Souder (R-IN), were pleased to see the inclusion of a provision in the Energy Corps that would allow the Corporation to provide grants to projects designed to renew and rehabilitate National Park resources. This amendment was included in the Manager’s Amendment offered by Chairman Miller at the markup. Through this amendment, organizations can work to rejuvenate the National Park system and help connect the parks to the surrounding communities and educational institutions.”

      BBTT, We do it by running conservatives against RINO incumbents who have no spine, nor principle. We do it by focusing our financial support to candidates who are conservatives. I was at a gun rights advocacy group meeting the other night and a guy said, “I’ll never vote for another RINO, I’ll never vote the “lesser of two evils.”” That sentiment is spot-on. Our strategy must be to place conservatives in local gov’t, state gov’t first—then to the national gov’t when they’re proven—-that conservative might be a democrat, btw (in VA, we have democrats who vote the “right” way on 2nd Amendment issues and RINOs who won’t). This will not be easy, but we have to let these guys know via email/phone calls/snail mail how precarious their intransigence is and then prove it in 10. Just my opinion—but I believe this will get the momentum back on our side…

      You are right, that would be an effective way to get candidates who really do represent their constituents instead of party lines. However, I’m afraid we will not be able to elect these candidates as they will have to run against the incumbent RINO who will receive support from the party because they are viewed as electable. The RNC is more concerned with having numbers in office than political philosophy. This will only split the conservative vote over two candidates and ensure a democrat victory. I also fear that the vast majority of the electorate is uniformed and simply votes based on the R or D at the end of the candidates name. The candidates know this and pander to issue voters to get more votes. Thus we end up with pro-gun democrats and RINOs. They view us as a fringe minority who will end up voting for them anyway because we most certainly won’t vote democrat.

      BBTT, Understand your concerns. “Choosing the least among evils” has done nothing but make things worse. I’m a modestly large contributor in politics—God has been good to me, and I’ve been generous with real conservatives. I wrote the RNC after they selected the moderate Steele and asked them to remove me from their list. The RNC runs on contributions—-and money talks. You are right; the RNC is part of the problem, but local politics rises above the national leadership. My son is attending the GOP convention in our state a 23 year old delegate and had I not been out charging confiscatory rates with customers, I would have signed up as well (barely missed the cut-off)—-point is, all these Tea Party folks and newly-concerned voters need to keep the heat on not just the national government, but their localities as well—-there are lots of us and we produce while the other side has their hands-out bitching about their lot in life. We need to be active and laugh at these bastards every chance we get (they have no sense of humor and ridicule drives them apopolectic—witness Rush’s success at drawing their fire), and if we have faith, Pray. I for one, don’t want to see the last best hope of man on the ash-heap of history…Keep the faith!!!

      This sounds something like the multi-level marketing approaches that I run into constantly in my AV work. The idea is to reward bringing in more people to the system so that the sales can happen within the organizing group rather than the group selling stuff to outsiders. Most people who bought A***y stuff were dealers for it rather than the dealers trying to sell the product themselves to consumers.

      So the idea is to get kids and adults to join, indoctrinate, and work to get others to join so they can be indoctrinated as well. All the while, they are performing wonderful community service tasks, helping with education, and seemingly a-political as a group – that is until they reach a critical mass and start carrying banners in daily public demonstrations of obedience to the state.

      Makes me want to sit in a circle of my friends at the front steps of my local college campus singing, “All we are saying is give capitalism a chance.”

    From the U.S. Public Service Academy web site:

    “The U.S. Public Service Academy will be an undergraduate institution devoted to developing civilian leaders for the public sector. Modeled on the military academies, the Academy will offer four years of tuition-free education in exchange for five years of civilian service following graduation. Its mission will be to educate, develop, and inspire civilian leaders who have the character, intellect, and experience necessary to serve the nation honorably and effectively, and who are committed to devoting their lives to public service.”

    Paid for with tax dollars. Of course. What do you think the odds are that any conservative ideals will be imparted at the gub’mint school?

    Well, ask these two guys, Chris Myers Asch and Shawn Raymond. It’s their brain child. And there’s a Board of Advisors. Any bets on how many, if any, of those folks are conservative?

    (a) Prohibited Activities- A participant in an approved national service position under this subtitle may not engage in the following activities:

    (1) Attempting to influence legislation.

    (2) Organizing or engaging in protests, petitions, boycotts, or strikes.

    (3) Assisting, promoting, or deterring union organizing.

    (4) Impairing existing contracts for services or collective bargaining agreements.

    (5) Engaging in partisan political activities, or other activities designed to influence the outcome of an election to any public office.

    (6) Participating in, or endorsing, events or activities that are likely to include advocacy for or against political parties, political platforms, political candidates, proposed legislation, or elected officials.

    (7) Engaging in religious instruction, conducting worship services, providing instruction as part of a program that includes mandatory religious instruction or worship, constructing or operating facilities devoted to religious instruction or worship, maintaining facilities primarily or inherently devoted to religious instruction or worship, or engaging in any form of religious proselytization.

    (9) Conducting a voter registration drive or using Corporation funds to conduct a voter registration drive.

    (10) Such other activities as the Corporation may prohibit.

    You can’t belong to a church, work for a political candidate or protest anything while in the NCCC??

    The AmeriCorp Organization (which is part of the community reinvestment act of 2009). is framed in the socialist agenda. Go to their web site and check out the “A” badge on their uniforms. Sort of a swastika….coming to an arm band/sleeve/flag near you. Be very afraid…then get mad and then LET’S HAVE A REVOLUTION!!!

      And that’s about all they do.

      And that is what Obama and the Democrats are tying to turn Americorp into.

    Remember, this entire program is based on majority approval and participation. When they discover that not everyone is in love with the idea, they may press a little harder, but when they discover to their dismay that hordes of people simply arent going to go along with it, they will hesitate. But when they discover that they can only intrude into other people’s lives just so far without eliciting a reaction that they are ill prepared to deal with, they will back off and go to easier pickings. It sounds and looks onerous, but in real application it will fail because so many people see it for what it is, and just wont play along. Be patient, remain reasonably calm, and if they come to your door, tell them to pound salt. There is no way that this will become “law”….and a far less chance it would be enforced. The people tasked with enforcement arent exactly leftist liberal activists….and they have guns.

      I wish I were as optimistic about people resisting this outrage as sheehanjihad. All the Obama administration has to do is make service a requirement for graduation, job entry, etc. People will then fall in line. Liberal school administrators will be only too happy to comply. Hmmm will those serving be forced to wear a “mark” as well ?

    I quietly crashed caught the end of one of those door to door my.obama meeting. Add the Lion Club as one of their big supporters and MoneyConcepts, some new book coming out, slide show, photo’s Obama, Geithner, etc.will save us, on why the recession a globe with a red person’s body with head stuck in globe, couldn’t tell if they meant Bush or Republicans, do to poor eyesight. At the beginning they showed a political dis-claimer, and that there would be no discussing Republican rhetoric. And the motto YES I CAN b.s. They just want people’s money, and Obama will save the world.

    The kind of “volunteer” jobs the new American Hitler Youth corp is creating is mostly busy work, work done by able-bodied people. I would expect the “Boomer Corp” to be much of the same. I can’t “participate” in planting trees in parks and picking up garbage alongside the highway. My back and knees simply won’t allow it, and I refuse to have to buy street drugs to control my pain (I don’t have real heavy-duty stuff as it is!).

    What “Boomers” need is some equal opportunity job/employment protection. Make it easier for us to file a complaint of non-hire (or firing) based on age discrimination, not creating yet another useless department of paper shifters that make up “jobs” that people like me cannot do.

    My mother was a Hitler Youth, and it started just like this rotten little program. Looked good on the outside, but once you got involved and understood what was really at stake, well, it wasn’t quite so pretty. And in the case of Hitler Youth, a kid just didn’t “quit” without consequences.

    (Come to think of it, didn’t Hitler want to do away with the disabled, those disabled by a birth injury or just beat-up people who have injuries …)

      As an “older adult, one look at this ol’ gal and I will be on his “list” to “do away with! :-D Jerk!

      I volunteer about 25 hours a week with my church…but I wouldn’t admit it to this bunch! I will NOT give them the satisfaction of letting them know I volunteer anywhere!

      Oops! I forgot. Church…that isn’t going to be an option anyway is it?

      This man makes me more and more angry every day. I’m at the point I actually have to take breaks from the news. I’m going to pop a vessel soon if I’m not careful!

      I pray every day for this “man” to fall on his face and have to leave the office in shame. God help us all if enough people don’t wake up… and SOON!

    This would mean you have to qualify for something you will be forced to do.
    The Obama administration said citizen will have to provide at least 3 monthes. And the National Guard would be on the list.
    Sounded like civilian being appointed as police. I guess ACORN will carry guns on them. Someone mentioned Democrats are being used by Obama as pawns. I think it’s knowingly.
