That leaves fleets and naval vessels. They can be considered to make their own exclusion zone, but no country outside of our immediate allies has so many fleets.

For SecDef, I would choose from among retired flag officers, same for the Military branch secretaries. SecState I would find by using a corporate headhunter to skim the best executives.
