LONDON (Reuters) – Secretary of State John Kerry was making a rhetorical comment when he said on Monday that Syria’s President Bashar al-Assad would not hand over his country’s chemical weapons.

Kerry told a news briefing on Monday that Assad could avoid a military strike by turning over all his chemical weapons within a week but added that Assad was not about to do that.

"Secretary Kerry was making a rhetorical argument about the impossibility and unlikelihood of Assad turning over chemical weapons he has denied he used," a U.S. State Department spokeswoman said in an emailed statement.

"His (Kerry’s) point was that this brutal dictator with a history of playing fast and loose with the facts cannot be trusted to turn over chemical weapons, otherwise he would have done so long ago. That’s why the world faces this moment."

(Reuters) – U.S. Secretary of State John Kerry told Russian Foreign Minister Sergei Lavrov his comments about Syria averting a U.S. military strike by turning over its chemical weapons within a week were rhetorical and not meant to be a proposal, a senior U.S. Official said on Monday.

Kerry also voiced "serious skepticism" when Lavrov offered to explore the idea, saying that the United States would take a look at any serious proposal, but this could not be a reason to slow the White House’s efforts to secure congressional authorization to use force against Syria, the official told reporters traveling back from London with Kerry.

Oh, our sides.

But, wait. It turns out this was an option all along.

Obama, Putin Talked About Securing Syria Chemical Weapons

WASHINGTON (AP) — President Barack Obama says he spoke with Russian President Vladimir Putin about a potential plan for Syria to turn over its chemical weapons to international control.

Syria has welcomed an idea floated Monday for it to hand over chemical weapons for destruction to avoid a U.S. military strike. The public proposal from Russia followed what seemed to be an offhand remark by Secretary of State John Kerry…

Obama tells PBS’ "NewsHour" that he and Putin did speak about it last week while Obama was in St. Petersburg, Russia, for an economic summit. Obama and Putin had an impromptu chat Friday for about 20 minutes.

Obama says it was a continuation of previous conversations he’s had with Putin about securing Syria’s chemical weapons.

We suspect if they talked at all, it was probably about Putin’s treatment of the gays.

After all, isn’t it peculiar that Mr. Obama has never floated this option before? Not to anyone in Congress. Not to anyone in the news media. And clearly not to Kerry or anyone else at the State Department.

And yet it turns out that was always a possible plan. And Obama wants the credit for his brilliant diplomacy.

    Especially when you’re leading from behind.

    Especially when you’re contemplating an “unbelievably small attack.”

    This is such a hoot.

    Nerobama passed the buck to Putin and didn’t even realize that he was passing the buck to Putin.

    He really meant to pass the buck to the Republicans in Congress.

    But now he claims that passing the buck to Putin was his plan all along.

    And meanwhile Old Bolt-Neck says it was a rhetorical remark and he really didn’t mean to pass the buck to Putin. Or to anybody, really.

    And of course our Fearless Leader, who can slow the rise of oceans and heal the planet, never drew a red line.

    That red line was just a figment of our respective imaginations.

    It was actually the global community that drew the red line. Back in the 1920s.

    Meanwhile Putin is smoking him like a cheap cigar.

    And the global community that drew the red line lines up behind Putin. Better an ex-KGB thug than an inept Alinsky acolyte Chicago thug.

    And Nerobama’s protectors in the media scramble to put a good face on this comedy. That is perhaps the funniest part of all. And the sadest part.
