WH: Obama filling Medicare post, bypassing Senate

WASHINGTON — President Barack Obama intends to use the congressional recess to bypass the Senate and appoint Dr. Donald Berwick, an expert on patient care who’s drawn fire from the GOP, to oversee Medicare and Medicaid, the White House announced late Tuesday.

The appointment was to be made Wednesday, with lawmakers out of town for their annual July Fourth break, White House communications director Dan Pfeiffer said in a post on the White House blog.

What a delightful way to make such an important announcement. But at least we didn’t have to wait for a Red Square parade, where we would see our current leaders lined up on Lenin’s tomb.

The decision means Berwick can assume the post of administrator of the Centers for Medicare and Medicaid Services without undergoing confirmation hearings in the Senate.

Sure, ‘recess appointments’ have been done before, even by Republican administrations. The most famous recent example being John Bolton’s appointment to be the US Ambassador to the United Nations.

But Mr. Bolton was just an emissary. He did not create or set policy. Mr. Berwick will be in effect be setting policy for one sixth of our nation’s economy.

Republicans have indicated they’re prepared to oppose him over comments he’s made on rationing of medical care and other matters. Democrats want to avoid a nasty confirmation fight that could reopen the health care debate

Why not re-open the health care debate? The Democrats constantly tell us how popular it is.

Berwick was nominated in April but no confirmation hearing had been scheduled…

So Mr. Reid never intended to hold confirmation hearings. It’s just more of the ‘Open Leadership, Honest Government’ we have gone to expect from the Democrats and Mr. Obama.

"This recess appointment is an insult to the American people," Sen. John Barrasso, R-Wyo., said in a statement. "Dr. Berwick is a self-professed supporter of rationing health care and he won’t even have to explain his views to the American people in a congressional hearing. Once again, President Obama has made a mockery of his pledge to be accountable and transparent."

The Senate Republican leader, Sen. Mitch McConnell of Kentucky, said "the fact that this administration won’t allow the man charged with implementing the president’s plan to cut $500 billion out of Medicare to testify about his plans for the care of our nation’s seniors is truly outrageous."

Do we really want an unvetted, unconfirmed ‘Czar’ to have that much power? Especially when it is a man who has made such outlandish statements about the purpose of ‘healthcare reform’?

A man who is so controversial that the Democrats didn’t even think they could get him confirmed, even with their majority?

He’s been criticized by Republicans for a number of comments, including telling an interviewer last year: "The decision is not whether or not we will ration care — the decision is whether we will ration with our eyes open. And right now, we are doing it blindly."

Republicans have seized on that to cast Berwick as someone who would deny needed care based on cost, while supporters contend rationing already is done by insurance companies and Berwick simply wants transparency and accountability in medical decisions

You see, ‘death panels’ are okay – as long as they are transparent and accountable. Though, it would seem that the guy at the top doesn’t need to be ‘accountable.’

And speaking of Dr. Berwick’s eccentric views, here is another quote (featured in the clip above) from a 2008 speech he gave to a British audience about why he favors government-run health care:

You could have protected the wealthy and the well, instead of recognizing that sick people tend to be poorer and that poor people tend to be sicker and that any health care funding plan that is just, equitable, civilized and humane must, MUST redistribute wealth from the richer among us to the poorer and the less fortunate. Excellent health care is, by definition, redistributional.”

That is so radical, it sound like it could have come out of the mouth of Mr. Obama himself.

    He doesn’t care what the country thinks or wants. He has the power and he is going to use it, whether it’s legal or not:

    – stiffed the Chrysler bond holders
    – released the Black Panther polling place criminals. Selective enforcement of established law.
    – took over the auto industry without any basis in the law
    – took over the Student Loan industry without any basis in the law
    – EVERY “czar” subverts the law. Congress is suppposed to approve Cabinet level appointees.
    – no basis for the government to confiscate $20B from BP and have unaudited control over the money
    – Arizona. Breathtaking.
    – cram-down of Obamycare. Remember 41?
    – EPA edicts.- untold numbers of executive orders…..someone who knows where to find them should publicize them. It would be beyond shocking
    – public abuse of SCOTUS because they overturned McCain-Feingold
    – SCOTUS reinforces the 2nd amendment. Chicago simply passes another illegal gun law…unanimously, as is their custom.
    – Border undefended.
    – Panty-bomber read “his rights”. Unbelievable.
    – Fort Hood massacre swept under the table.
    – 2011 budget “deemed”. Unprecedented.

    Like I’ve said many times, he doesn’t give a fig what Congress does or doesn’t do. It takes years to do court challenges. Nobody monitors what he does behind the scenes. The country can be destroyed without a single law being passed.

    He doesn’t care what the country thinks. He doesn’t care what the polls say.

    He’s on mission…..and the mission is to destroy every power center in the country that doesn’t support him….Tea Partiers, small businesses, large business that don’t bow down, the Chamber of Commerce, doctors (because they are powerful), churches, private schools, talk radio, alternative media, veterans associations, Palin (and soon, Christie), families, traditional values, patriotism.

    When enough are destroyed, subverted or sufficiently weakened, that’s when the aggressive part of passive-agressive will kick in big-time.
