The White House tonight is providing the below clarification on what the president’s health-care proposals would mean when it comes to the issue of illegal immigrants.

The question, as we all know, arises from the Wilson "You lie" outburst, and the core claim that notwithstanding specific bill language barring illegal immigrants from participating in the "exchange," as a practical matter, there is no way of verifying the citizenship of applicants — which is the current state of play. Republicans say that then means illegal immigrants would end up being enrolled in plans — bill language or no bill language.

Today, for the first time as far as we know, the administration is backing a provision that would require proof of citizenship before someone could enroll in a plan selected on the exchange.

Here, the administration also concedes that hospitals would be compensated with public funds for the care of undocumented immigrants.

The bullet points sent tonight by the White House:

    * Undocumented immigrants would not be able to buy private insurance on the exchange. Those who are lawfully present in this country would be able to participate.
    * Undocumented immigrants would be able to buy insurance in the non-exchange private market, just as they do today. That market will shrink as the exchange takes hold, but it will still exist and will be subject to reforms such as the bans on pre-existing conditions and caps.
    * Verification will be required when purchasing health insurance on the exchange. One option is the SAVE program (Systematic Alien Verification for Entitlements) which states currently use to make sure that undocumented immigrants don’t participate in safety-net programs for which they are ineligible.
    * There would be no change in the law that requires emergency rooms to treat people who need emergency care, including undocumented immigrants. There is already a federal grant program that compensates states for emergency room costs associated with treatment of undocumented immigrants, a provision sponsored by a Republican lawmaker.

If everyone is going to be required to buy health insurance or face a still fine, it is only a matter of time before the poor documented alien will be given a government subsidy one way or another.

As, indeed, they already are:

There is already a federal grant program that compensates states for emergency room costs associated with treatment of undocumented immigrants, a provision sponsored by a Republican lawmaker.

Oh, those Republicans.

And never mind that, as we have previously noted, Mr. Obama co-sponsored a bill that sought to give even more free “social services” to illegal aliens.

By the way, doesn’t this vindicate one Congressman Joe Wilson?

    Any bill will ultimately be a takeover of our health decisions by the Federal Government.

      As everyone knows, they intend to make illegal aliens citizens next year.

      So big whoop about “banning” them from the government hamfisted plan.

      And besides, unless the ban is explicit, the courts will rule that illegals get health care.

      And that’s only 2 of a dozen “when his lips move or when they don’t” loopholes.

      But aside from all that, it’s a verifiable fact that if the Moron says something, it’s 100% certain to be a lie.

    Comparing Barry the liar to Bill Clinton the liar – is there a difference? They are both so adroit at the art of fabrication. I see Bill Clinton more as a pathological sociopathic liar, whereas Barry is more of a compulsive liar. Barry’s been lying most of his life and it feels right to him.

    Anyways…they are both whack jobs. ;-)

      Clinton is the type of liar who knows when he’s doing it, but doesn’t care. He is so used to lying that it’s second nature. Yet, there are probably times when he doesn’t lie……because he can get his way without lying.

      Barry is so steeped in lying that he can no longer separate fact from fiction. He is clearly delusional. I think he is mentally ill. He thinks that whatever he says is the truth because he says it. And he never sweats or panics as he meanders through the double-talk and excuses, and backtracks, and new revelations and and and…..because he absolutely believes that whatever the words said, since he said them, they were and are the truth.

      I think most mental illnesses are con jobs. But in his case, I believe he does have a mental disease. At the very least, he is severely delusional and probably a psychopath.

    What torques my nut to the breaking point is he’s using AF 1 to flip, flop and fly all over the nation on a sales campaign to sell this craptacular boondoggle of a bill. It’s costing the taxpayers millions of dollars already and it’s not been voted on yet.

    Though I’m not surprised on the face of it by the arrogance of this dink diddling with the national piggy bank, it still irks me to the boiling point.

    Well, I have done it! I have read the entire text of proposed House Bill 3200: The Affordable Health Care Choices Act of 2009. I studied it with particular emphasis from my area of expertise, constitutional law. I was frankly concerned that parts of the proposed law that were being discussed might be unconstitutional. What I found was far worse than what I had heard or expected.

    To begin with, much of what has been said about the law and its implications is in fact true, despite what the Democrats and the media are saying. The law does provide for rationing of health care, particularly where senior citizens and other classes of citizens are involved, free health care for illegal immigrants, free abortion services, and probably forced participation in abortions by members of the medical profession.


    Amazing that We The People are liars, distorters and spreading myths – yet when those who actually read the bill are among the first to shout – You Lie.

    Push your ‘representatives’ to Vote No – on any Reform bill that is not simply a Reform of Insurance Coverage (such as portability, state line/required coverage mandates removed & tort reform). Otherwise it is just a slippery slope slimy way to move America to socialized/government controlled Healthcare. No ifs, ands or buts about it.

    And for heaven’s sake – Please pass this article on. Stupidity and talking points should never, ever be how the greatest country in the World is ‘run’.

    When you do a little research on MSM distortions, such as the line in the article that says…..“…There is already a federal grant program that compensates states for emergency room costs associated with treatment of undocumented immigrants, a provision sponsored by a Republican lawmaker.”….this is nothing more than to attempt to fool the reader into thinking that it was Republicans who are responsible for illegals getting free treatment at hospitals. If the reader did a little digging, (something MSM journalists are almost incapable of doing), you find out where this all really started from.

    Since the propogandist writer of the article used the word Republican without mentioning his name, I wanted to research this to find out who this was referring to.

    Finding this .pdf file http://digital.library.unt.edu/govdocs/crs/permalink/meta-crs-8206:1 I find the reference is to I believe is Senator Kyl from Kentucky, who was trying to sponsor several ammendents, starting in 2001, to provide additional funding for 17 states with the highest illegal populations in order to reimburse hospitals. Of course he is not doing it to help illegals, he is doing it to help hospitals that are bleeding cash from being forced to treat illegals because of a law from the past.

    A similar proposal was set up in the Balanced Budget Act of 1997, which was sponsored by 5 Republicans from California and Arizona (Hunter, Bilbary, etc), not surprisingly because of their proximity to the illegal problem. This was to cover the FY 1998-2001. Again, this is to help hospitals who are going broke because of a law from the past.

    Now the question a normal person would ask is, why would Republicans need to set up amendments to bills in order to get hospitals additional funding to help offset some of the cost of treating illegals. That leads me back to the Emergency Medical Treatment and Active Labor Act of 1986


    The brief from Wiki…..“It requires hospitals and ambulance services to provide care to anyone needing emergency healthcare treatment regardless of citizenship, legal status or ability to pay. There are no reimbursement provisions.

    In the article it states that the act was “passed to combat the act of patient dumping”. Now I wonder who it was working at a Chicago hospital, well after this law was passed, that engaged in patient dumping in order to help bring about wealthier patients to their hospital? Err, I digress.

    Now the typical lib will say, see that was passed in 1986 and Reagan was President then, so its his doing. Not so fast. The “EMTALA” was part of the Omnibus Budget Act of 1986 which was sponsored by Dan Rostenkoski…


    and though I could not find the exact sponsors of the EMTALA, I would bet they were Democrats. I read that Reagan was not for the “EMTALA”, but since he had no line item veto, he would have had to veto the entire budget. Then the Democrats would have had a field day finding a 1000 things in the bill that they would have cried, “Reagan is against this good thing, he is against that good thing.”

    Go back long enough and inevitably you find Democrats at the root of the problems we have today.
