So, if he’s right, there apparently is no “stature of limitations” nor is there a right to rescind. If you are right, and I hope you are, then I’ll feel a lot better. I would like nothing better than to be mistaken about this.

32 states were calling for the “balanced budget amendment” back in 1988, which is twenty years ago:
