White House to Begin Push on Immigration Overhaul in 2010

The Obama administration will insist on measures to give legal status to an estimated 12 million illegal immigrants as it pushes early next year for legislation to overhaul the immigration system, Homeland Security Secretary Janet Napolitano said on Friday.

In an address at the Center for American Progress, a liberal policy group in Washington, Ms. Napolitano sought to dispel any notion that the administration — with health care, energy and other major issues crowding its agenda — might postpone the most contentious piece of an immigration overhaul until after midterm elections next November.

Laying out the administration’s bottom line, she said it will argue for a “three-legged stool” that includes enacting tougher enforcement laws against illegal immigrants and the people who hire them, and streamlining the system for legal immigration, but also what she called a “tough and fair pathway to earned legal status.”

With unemployment surging over 10 percent and Congress wrestling with health care, advocates on all sides of the immigration debate had started to doubt that President Obama would keep to his pledge to take on the divisive issue of illegal immigration in the first months of 2010.

Congress should be ready to move forward on immigration, Ms. Napolitano said, because the administration had made a “fundamental change” in security at the border and in cracking down on employers hiring illegal immigrants. She said that the Border Patrol had increased its forces by more than 20,000 officers, and that more than 600 miles of border fence had been completed, both milestones set by Congress.

“Let me emphasize this,” she said. “We will never have fully effective law enforcement or national security as long as so many millions remain in the shadows.”

Under the administration’s plan, illegal immigrants would have to register, pay fines and all taxes they owe, pass a criminal background check and learn English.

Ms. Napolitano has been leading the administration’s efforts to gather support for the immigration overhaul, meeting in recent weeks with business leaders, faith groups, law-enforcement officials and other groups to gauge their support for the effort.

Among other things, will this not boost the number of people eligible for government subsidized health care?

Has this been factored into the CBO’s cost estimates?

    12 million new citizens – 1 for every 30 Americans – and they are selected on one basis: they broke our laws to get here.

    Social engineering at its worst.
    But at least the Democrats will get more votes.

    Under the mr_bill plan, those would be requirements as well. However, in addition the mr_bill plan requires all illegal immigrants to be summarily deported back to their home country. From there, they may line up to take numbers to get a chance for a visa and legal immigration status. They will be banned from holding any temporary visa in the meantime. Maybe if they EARN their citizenship, they won’t treat my country with such disrespect.

    I don’t think Obama will have control of much of anything – much less the ability to give anything by 2010 – now that the info on the Owens/Hoffman race (NY-23) are coming out – the corruption and deceit of this Administration are being exposed to all.

    After Obama’s first year – The DNC will be lucky if they can get anyone elected to dog catcher.

    And America will be able to Right the wrongs and get back to her original greatness.

    Term Limits, Repeal the 16th Amendment, Photo ID to Vote, Close the Borders, Deport Illegal Aliens as they are found and No Candidate is Sworn in Until EVERY vote is counted. . .IF you are afraid of living in America under the Constitution and the Rule of Law – there are many countries in which you can use your thug power and money and live high and mighty. Go – Leave America to those who desire to be AMERICANS.

    I honestly believe there are more people against this than for it.

    Any candidate leaning toward it is shooting him or herself in the foot. Any candidate who has the intestinal fortitude to say the feds need to secure the southern border and start deporting criminal illegals (those who have crossed the law in any way shape or form) will probably earn plenty of votes.

    Why is it so damn hard for the federal government to understand that the borders (notably the southern border) must be secured before any real immigration reform can happen? Illegals aren’t going home on their own … secure the borders, keep those illegals who have served in our military, keep some that are in college trying to secure professions that will help the United States be a better place, through those actions proving they want to be Americans, and send the rest away.

      Caligirl, absolutely, it’s just Obama and his clan are fulfilling their personal agenda, not the American people. There will be strings attached like they will be the new national police for Obama to go after true Americans. lol. not.

    Eight years after 9-11, and Ms Napolitano proposes to beef up border security.

    Wow. Such audacity. Ms Napolitano must feel like John Wayne in “Sands of Iwo Jima.” Or Mel Gibson as “Braveheart.” What will the repercussions be in Mexico City? In Haiti? In Mogadishu and Islamabad?

    Of course this enforcement aspect of the proposal will never be implemented. For if it were, the process of dissolution, so long awaited –– dare I say, so fervently wished for –– might receive a temporary setback.

    And as for the second leg of the stool –– that part about a “tough and fair pathway” to citizenship –– who are they trying to fool?

    Exactly where is the paper trail that our Government bureaucrats will use to establish a migrant’s identity for purposes of registration, tax liability, criminal background check, etc.? These people are drifters who use multiple identities and portfolios of forged or stolen documents. Nobody knows who they are! That is why Liberals call them “undocumented.” Geesh. Give me a break.

    For that matter, how does Ms Napolitano know that there are only 12 million of them? Shouldn’t we at least get a handle on the size of the invasion force before we capitulate?

    And those fences will never last. Fences would just force the migrants to build more tunnels. And the tunnels would disturb the prairie dog habitats. Or the California delta smelt. Then Ms Napolitano would have to answer to the Sierra Club and PETA. No, no, no. Fences will never do.

      No, the delta smelt is safe. They can’t dig a tunnel that long. They’re up here in NorCal. But I think there might be some sort of endangered horney toad in Arizona.

      I suggest a combination of obscenely tall fences, with a moat, staffed by alligators or pirhuanas on the U.S. side. So in case someone is superhuman enough to get over the fence (preferably electrified by a nice solar cell, wanna be green and all that …), the animals will get ’em. And if they get to land, there’s a nice snake pit chock full of the nastiest venomous snakes we can collect (or maybe some of those pythons people are letting loose in the Everglades). If they get past that, the Border Patrol has had time to get to where they are (sensors everywhere) and apprehend them, tossing them right back over the fence via catapult.

    What’s the point of trying to secure 12 million undocumented voters when in reality they would return the favor by spitting in your face with contempt? The Dem’s may look at this as a way of securing power but in the long run they’ll have the same problem that the Caesars of ancient Rome faced: A population of one third Roman citizens, and two thirds slaves, thieves, undesirables with no allegiance to the empire. Overall it was two thirds of an uncontrollable mob who were kept partly contented by the free bread and gladiator games. But in the end it was never enough.

      So true, 12 Gauge … there has been an epidemic of Hispanic-on-Hispanic murders/assaults here in the Bay Area … the twist being it’s teenagers killing younger teens for reasons like “Your shoe is what the Norteños wear,” so the kid gets shot in the head and his friend stabbed (kid with bullet in head remains in grave condition, the assault was on Halloween). The Richmond gang rape was a white girl, most of the males thus far charged are Hispanic (one black kid is also charged).

      There is no accountability. Police are afraid to arrest troublemakers for fear of being accused of racial profiling or picking on one group. It’s hard NOT to racial profile when those groups keep proving the profiling is accurate …
