WASHINGTON – It took only weeks for the notoriously slow Congress to pass the $787 billion economic stimulus package. President Barack Obama signed it into law less than one month into his presidency.

So when should most people hope to start seeing the benefits of tax cuts in it?

By April 1, according to the president.

"Never before in our history has a tax cut taken effect faster or gone to so many hardworking Americans," Obama said Saturday in his weekly radio and Internet address.

The president said his signature two-year "Making Work Pay" tax break will affect 95 percent of working families, and, in six weeks’ time, a typical family will start taking home at least $65 more every month.

Taxpayers won’t get a separate check mailed to them like many did with last year’s one-time payment designed by the Bush administration to help boost the economy.

Instead, Obama’s credit — up to $400 credit for individuals and up to $800 credit for married couples — is to be doled out through the rest of the year through paychecks. Most workers are to see about a $13 per week increase in their take-home pay. In 2010, the credit would be about $7.70 a week, if it is spread over the entire year.

People who do not earn enough money to owe income taxes are eligible for the credit, an attempt to offset the payroll taxes they pay.

But the credit is phased out for higher-income taxpayers, defined as individuals who have a modified adjusted gross income of between $75,000 and $95,000, and married couples filing jointly who make between $150,000 and $190,000. Thus, the administration says many of them will see little or no change in their paychecks…

Obama is holding a bipartisan "fiscal responsibility summit" at the White House on Monday to talk about ways to control the trillion-dollar budget deficit. The next day, he is to address a joint session of Congress, a speech expected to focus heavily on the economy. On Thursday, Obama will send a budget request to Congress "that’s sober in its assessments, honest in its accounting, and lays out in detail my strategy for investing in what we need, cutting what we don’t and restoring fiscal discipline." …

Does anyone believe a word of this?

Does anyone really believe that their taxes are going to be lower in any meaningful way, for any meaningful period of time?

Now when the federal government in the midst of taking on historic levels of new debt?

All we see here is a cut in what is being withheld by the employer. But there is no mention of any actual tax cut in the tax tables.

So what exactly is the point? We will still have to pay the same amount (and probably more) in taxes when they are due.

By the way, we don’t recall Ms. Sidoti ever gushing over President Bush’s stimulus checks. And those really were tax cuts.

Why is that?

    The “porulus” bill cost us about $1 trillion (not counting interest and the earlier bailout actions).
    And there are roughly 300 million Americans and being very optimistic, about 200 million of them are taxpayers.
    So $1 trillion/200 million = $5,000 per taxpayer.

    “The One” has granted his serfs the following: “a typical family will begin taking home at least $65 more every month”
    But many families have more than one taxpayer in them. Again, being overly optimistic, let’s say that is $50 per taxpayer.
    So $5,000/$50 per month = 100 months or 8.3 years, just to break even in a very optimistic scenario.
    And that’s just for the one spending bill, assuming we actually get any tax cut at all (I’m not holding my breath).

    “Thank you sir! May I have another?”

      Months contain just 4.33 wekks on average.

      The average I see is $56 per month per family.

    Nice, he’s cutting payroll taxes, but us self employed business owners don’t pay payroll taxes for ourselves, so, no tax cut for you sucker! Why the hell does he hate small business so much? Probably because he has no use for us, we don’t fit in his compliant citizen plan, the worker’s paradise he is trying so desperatley to force, cram down out throats. Can’t control us easily, so run us out of business, so all you have left is the wealthy, with all their businesses sold out to govt. and under control, and the poor choice people with their shovels in hand singing in time to a nearby union boss with a fat cigar in mouth, and us middle class people, heading to Canada, Ireland, New Zealand, or some other country where the socialism is waning. God help us all.

    I, being a cynic, adhere to the old adage ‘if it sounds too good to be true,’…

    I’d be more impressed if he were to say that he’s abolishing the death, state, and personal income tax and replacing it with a flat rate or consumption tax. When are these nutters going to realize that if you let people keep more of their own money they’ve worked hard for, you’ll see the economy turn around a lot quicker.

    I really wish they would stop taking taxes out of unemployment! I already earned that income, already paid taxes on that earned income, and yet, here I am getting slammed with 23% of desperately needed money! I am at my wits end.

      Ditto, I got my tax paper from the unemployment office here in NC and I have to pay taxes on the money they “gave” me. It really wasn’t “THEIR” money to begin with. NOW…..it truely is MINE!!

    Maybe it is just me, but I don’t think most conservatives are reading this thing right.

    Try going to http://www.irs.gov
    Look for the words “tax Cut” – they aren’t there.
    What is there is a change in the withholding tax tables.
    I understand the new Sec of Treasury has some problem understanding the tax codes so that is probably where the misunderstanding comes.

    Tax cuts occur when the amount the payer owes goes down.
    In this case, the amount that the payer will owe is not known, IMO,
    the amount of withholding is being reduced. They are talking about a refundable tax credit of $400 now, but they aren’t telling you what else will be changed in Federal taxes, or what changes will occur in State and local taxes. Meaning the taxpayer who owes the same amount will have less money withheld to pay it with.
    This is Feb 2009, my guess is that the average taxpayer will owe more when the actual tax due info is released in early 2010.

    on another tax subject…….
    I could never understand why there were so many commercials relative to “getting your tax refund” quickly – when any rational person would take advantage of the free government loan known as “underwitholding” – at least up to the level where a penalty kicks in (I typically write a check to the IRS for about 5 grand every year)
    My daughter schooled me that these commercials are directed to those folks who don’t pay any taxes (OBammanites), but get the Earned Income Credit
    so they are in a hurry to grab their govt handout.

I figured by out by earlier hand gestures that went to his mouth, he is left handed. Today he had an imaginary cigerette it in his left hand, but didn’t smoke. And look how much of the stimulous is going to help people quit smoking. Those new prescription pills are expensive. I just hope Obama get’s a cigerette whenever he wants one, so he’s
    not in a hurry to read and sign something. He was so distracting I’ll have to rewatch.

    Anybody can adjust the withholding exemptions at any time to change their personal cash flow.

    It’s perfectly legal.

    But it doesn’t have any impact on the taxes you are expected to pay (for those of us who aren’t cabinet members).

    If you withhold less, you will owe more in April and vice versa.

    So changing the withholding tables is meaningless, unless there is an accompanying change in the tax code.

    can you imagine if over half of this country didnt pay any income tax at all this year? Sure, we would all be in a world of trouble, and those people who say we are in trouble didnt pay their taxes either…for years! I drool at the aspect of people just saying screw you, and see if the IRS computers could try to red flag 250 million no returns…..it would implode.

    (note to IRS….I pay every year and always have. My thought centered on my ex wife, who you allowed a 12000 dollar deduction for “summer camp.” There was no “summer camp”. That was the money she spent on her European trip while she left the kids with me for three months….and still got child support. She is still laughing at you and bragging to her friends about how much she makes on you clueless dorks every year. Yeah, and that is just one “deduction”.) she voted for Obama too. Loves the man. I loathe them both. and it’s not looking good for you guys either…..

      Geithner was warned by his accountant that he could not deduct summer camp for his kids. Geithner denied it.

      The accountant printed a specific IRS document that discussed the issue.

      Geistner took the deduction anyway.

      BTW, you can claim a deduction for anything, including “harassing ex”. The IRS doesn’t check anything but math unless they audit you. And only a tiny % of people get auditted.

      Interestingly, people like us get auditted much more frequently that parasitic idle rich. Why do you think that is?

    This guy is un-******* believable. My own mom, who’s conservative roots go back to her father’s Scottish roots…has even been yelling at me over the phone about this whole muck-up.

    She lived through WWII as a teen, and through the depression before that. Her dad (my granddad) worked his butt off in the railroad industry (rejecting the unions) and put two kids through college and lost a son to tuberculosis. He lived to be 96 years old. He hated FDR. Small wonder. He was a working man.

    I am sitting here with my mouth open and trying to not beat myself to death with my computer mouse as more and more of this governmental BS keeps filling my ears to the point where I can’t get it out.

    I’m 47 and watching the damage in less than one month…that now seals my fate from retiring by the time I’m 65. I used to joke that “I only have to work until I’m 147, after that it’s all gravy”. Now, how prophetic those words have become. I’m sure my veteran’s benefits will most likely become worthless because of this clown and the rest of the circus’s actions…and being at the tail end of the baby boom…my future retirement plans are shot.

    So…given the logic that this idiot’s platform was built on “hope” and “change” I have now officially lost ALL hope for the changes that have come already.
