It is their only hope. That way they can finally get some empathy for others. The cops should have went down swinging. At least the experience would have counted for something then. (Next time they would have thought twice about attacking. Bullies are always looking for prey who won't fight. That's my experience anyhow, and it protected me from humiliation and/or injury.
