Maybe Hasan complained of the dogs routinely used on military bases. A new measure to prevent Hasan “incidents”.

This will confuse the highly trained dogs. Just use them in muslim areas as dogs don’t like paw nails messed with. They will show irrated hit signs, whines, tail gestures, which will lead to

tearing up muslim and mosque walls, pulling up carpets, bringing down ceilings. I’m all for it. ;)
